4、 基础设施投资是城市可持续发展的基础所在，也是区域经济稳定增长的必要前提。长期以来，受城市基础设施投融体制改革滞后的影响，我国城市基础设施无论在数量上还是在质量上，都远远满足不了目前快速城市化的需要。而城市建设投资有限公司作为城市基础设施建设的融资主体和建设主体，如何创新融资模式，突破城市基础设施建设中的资金短缺严“瓶颈” ，促进城市化进程的稳步推进，是摆在各地“城建投”公司决策层面前的重要课题。 本文以湘潭市“城建投”非经营性项目融资为研究对象，采用理论和实际相结合，综合运用归纳、对比分析方法，探寻适合湘潭市“城建投”非经营性项目的融资模式。首先文章理论部分主要从城市基础设施的性质以及项目区
5、分理论的角度，针对其属性分为经营性、准经营性、非经营性三类项目，从项目融资的角度对 BOT、PPP、PFI、ABS、BT 几种项目融资的模式进行综述，并对各种融资方式从融资主体、任务目标、适用范围、承担风险、项目运营权的处理方式等方面进行了比较和分析；第二，通过对湘潭市“城建投”现有状况及其融资情况主要从财政融资、银行市场融资、 “城建投”自筹资金几种筹资形式进行了分析；其次本文实证部分在对以“湘潭市福星中路建设项目”从传统信贷模式、债券融资模式、引入民间资本模式几种融资方案分析基础上，基于这些项目融资模式的理论基础，采用案例分析法、实际对比法对湘潭市“城建投”非经营性基础设施建设项目融资模式
6、进行具体探讨。 研究表明：非经营性项目、准经营性项目、经营性项目在基于项目区分的理论基础上是可以相互转化的。政府在合理的建立代建模式下，融资渠道、方式方法进一步拓宽。因此，在项目进行转换后，采取民间投资与银团融资、资本市场融资相结合的方案，最能有效运用资金、有效降低财务成本，并且能在最短的时间内实现城市基础设施建设的目的，同时为湘潭“城建投” 的可持续性发展打下基础。 关键词：基础设施；项目融资；非经营性项目；模式创新 II Abstract Development of sustainable infrastructure is economic prosperity and the fou

For a long time, urban infrastructure investment and finance farthing reform by the lagged impact , than the rate of expansion and urbanization, Chinas urban infrastructure in terms of quantity or quality, are far from meeting the ne

Urban construction s serious shortage of funds restrict the citys economic development, and accelerate the urbanization process as the biggest “bottleneck“, how to effectively address urban construction funds to meet the changing requirements of urban development is a majo
