As the key and soul part of information technology, software industry takes an essential role in the new economy. It turns out to be the key area of scientific and technology contests among differ
3、ent countries, and is tightly connected with national safety concerning politics, economy and society. In China, the development of software industry has an important impact on the optimization of industry configuration and improvement of economy operation of China. It is indicated in 2000 by Docume
4、nt #18 (Several Policies Encouraging Software Industry and IC Industry) and Document #47 (Compendium of Promoting Software Industry) of State Department that the software industry should had a high priority for development, and that “great efforts will be taken to make the R&D and productivity of ou

As an important metropolitan in the Yangtze Delta, Shanghai is advantageous in its geograp
6、hic location and economic conditions. The software industry in Shanghai, with PuDong Software Park as its kernel, has made great progress in the recent years, and industry clusters form into being. In July 2005, there were more than 1400 software ventures in Shanghai, some of which were local ventur
7、es and had their particular characteristics. In 2006, the revenue of software industry in Shanghai reached 61.6 billion RMB and gained the top position in China, and maintained a steady increasing rate over 50% from 2001 to 2006, which was unique in China. This paper presents the status quo of softw
8、are industry in Shanghai and the research work is based on the Industry Cluster theory. Different methods including demonstrational analysis, theoretical analysis and antitheses analysis are performed and lots of data and charts are used. In the paper, the essence of software industry is extracted a
9、nd studied. The features and evolution of software industry which are quite different from those of traditional industries are presented. A comparison of the software industry in Shanghai and that in Beijing is made. The cause and current status of software industry cluster in Shanghai are analyzed,

13、等名牌专业城镇；在意大利 70%以上的制造业，30%以上的就业，40%以上的出口量都是在专业的产业集聚地实现的；在德国，钢铁生产集中在多特蒙德、埃森和杜塞尔多夫，占世界市场份额 50%的六大印刷机公司都集中在维尔茨堡、弗兰肯塔尔及其周围地区。在国内，浙江的纺织业集群（包括宁波的服装、绍兴的织造、萧山化纤等）2005年总产值达到了 18405 亿元；1珠江三角洲出现了“一镇一业，一村一品”的特色经济结构，形成了顺德的家电生产基地、虎门的服装生产基地、东莞的电子工业生产基地等。 产业集群具有的群体竞争优势和集聚发展的规模效应，是其他形式无法比拟的。因此产业集群是有效的区域发展战略，是提高区域竞争力
14、的有效途径，也是经济发展到一定阶段的必然趋势。 产业集群已越来越成为世界各国政府和学术界关注的焦点。 在如今的知识经济时代，产业集群已经成为高新技术产业成功发展的共同1 张建华，徐维祥等浙江产业集群经济下产业价值链和城市价值链的结合点探索经济论坛，2007，14:14 上海交通大学 MPA 学位论文 上海市软件产业的现状分析及发展策略研究 2模式，这是由产业发展的历史规律自身决定的。作为高新产业重中之重的软件产业的发展也离不开集群化的模式， 是知识经济的大产业背景促成了软件产业集群化的发展。软件产业的发展与地区经济的发展水平有很强的正相关关系，如目前我国的软件产业主要集中分布在环渤海（北京、天
15、津、大连） 、长三角（上海、苏州） 、珠三角（广州、深圳） ，产业集群是国外软件产业成功发展的普遍特征。 作为长江三角洲地区的重要城市，上海的软件产业近年来有很大的发展，形成了一定规模的产业集群。截至 2005 年上半年，上海软件企业总数已达 1400多家，涌现一批本土各具特色的软件企业。上海市 2006 年软件业收入 616 亿元，居全国首位，从 2001 年开始连续 5 年保持 50%以上的增长率，这在全国范围内是独一无二的。本文遵循“现状分析寻找原因提出建议”的整体思路，对上海这个软件产业集群具有代表性的个案进行深入地剖析。 二、研究意义 本文旨在通过对软件产业的界定，描述其具有的特征。
