5、更第三方物流商的案例越来越多，3PL 的变更对于雇主企业来说，可能会带来成本降低，服务质量提高的正面影响，但是同时也给企业带来了较多的风险。通过本文的研究，为半导体行业在变更第三方物流提供商的项目中提出比较全面合理的风险识别、评估、分析、控制体系。 A 公司作为国际半导体龙头企业，其物流基地遍布全球多达 20 多个国家和地区，但是随着产品转型，成本压力以及客户战略重心转移，A 企业在过去一年多的时间中，有超过 50%的物流基地变更了其 3PL 供应商，新的 3PL 供应商给企业带来了较低的物流成本和高效服务的同时，也给企业带来了较多的风险，比如客户订单延误或漏发、客户满意度下降、新产品上市受阻
6、、生产线缺料及混料等，如果没有相应的规避措施阻止风险的发生，那么企业将因此蒙受巨大的损失。 本文通过相关的理论文献研究，结合在 A 半导体公司从事第三方物流供应商管理的实际经验， 分析了半导体行业对于 3PL 物流供应商需求特点的变化， 阐述了半导体行业变更第三方物流供应商过程中的风险，通过责任分配矩阵、工作分解结构分析理论，并结合项目风险管理系统模型，构建半导体行业第三方物流外包商变更风险评估及控制体系，并研究了该体系在 A 公司中的应用，确定各风险指标的优先级别及重要程度，为科学、正确、全面的应对 3PL 变更过程中的风险提供了理论及决策支持。 本文研究结论表明，半导体行业在变更 3PL
7、外包商时，按照风险评估指标的优先级别排序，先后为：信息系统风险、供应商管理风险、项目管理者风险、其他未知风险、安保风险、客户风险、海关及法律风险、财务及盘点风险、质量风险及合同风险。本文关注的是通过合理的规避措施，避免、减小、转移及控制风险，并通过 CSI（关键绩效指标）对规避措施的结果进行评估总结，确保所有相应的风险可控可防可预知，减少企业损失。 关键词：关键词：半导体企业，第三方物流，项目变更，风险管理 ABSTRACT II ABSTRACT Its very difficult that the employers and the third party logistics provi

Experts did the statistics study of the failure rate between third party logistics company and the employers enterprises failure rate is very close to the rate of marriage failure. Therefore in recent years, there are more and more
9、 cases that enterprise changes their third party logistics providers. Change 3PL, the employers enterprise could lead to lower cost, improve the service quality of positive effect, but also brings more risk to the enterprise. Through the study of this article, for the semiconductor industry in the t
10、hird party logistics provider change projects put forward more reasonable comprehensive risk identification, assessment, analysis and control system. Based on the related theory of literature research, combining the experience of the project that A semiconductor company change the third-party logist
11、ics supplier, analyzes the characteristics of the semiconductor industry demand for 3PL logistics supplier change, this paper expounds the current risks in the process of change the third party logistics supplier, through the responsibility assignment matrix, the work breakdown structure analysis, c
12、ombined with the project risk management system model, build A semiconductor industry of third party logistics outsourcing business change risk assessment and control system, and studied the application of the system in A company, determine the priority and importance of each risk index for scientif
13、ic, accurate and comprehensive response to the risk theory and decision support in the process of change 3PL provides. In this paper, the research results indicate that, the semiconductor industry in the change of 3PL outsourcers, according to the risk assessment index of the priority sorting, succe
14、ssively as follows: the information system risk, supplier management risk, project managers, other unknown risk, security risk, customer risk, customs and legal risk, financial risk, quality risk and risk of the contract. 15、educe, transfer and control the risks, and through the CSI (key performance indicators KPI) to summary the measurement matrix of how to evaluate the risk control results, to ensure that all the corresponding risk control can prevent predictably, reducing the loss of enterprise.
