1、摘摘 要要招标投标制是建筑工程主要管理制度之一。投标竞争是监理单位、施工单位承揽监理任务、施工任务的主要方式。目标建筑市场竞争激烈，而竞争获胜的关键在于编制一份切合工程实际的、高质量的投标文件，这也是企业在承揽任务时最关注的问题。福建省浦城县东坑水库除险加固工程主要由基础处理工程、坝体加固工程、发电引水隧洞支护处理工程、防汛公路扩建及其它配套项目组成。本文作者在了解当今投标市场后，结合福建省浦城县东坑水库除险加固工程招标文件，对其进行投标文件（商务标）编制，只要根据工程图纸与清单计算规则，编织出工程量清单，在计算出综合单价和总价。通过编制投标文件来体会工程量清单计价的优势和作用。本文的研究主要
