3、来：创建低碳经济提出低碳经济 概念以来， 低碳经济受到各国政府的高度重视。 低碳经济成为经济发展的新模式和新 理念， 企业信息化本身作为企业节能减排， 发展低碳经济的新路径的同时， 在企业信 息 化 的 建 设 和 实 施 过 程 中 的 碳 排 放 也 是 评 价 企 业 信 息 化 经 济 效 益 和 社 会 效 益 的 重 要 指标。 目前， 国内关于企业信息化评价指标体系的研究有很多， 并且研究所侧重的重点 也不同， 本文是在企业信息化能力成熟度评价模型的基础上， 结合目前企业低碳经济 发 展 目 标 和 经 济 效 益 及 社 会 效 益 最 大 化 原 则 ， 选 定 相 关 样
4、本 企 业 作 为 研 究 和 调 查 对 象， 对现有企业信息化评价指标体系和模型做出前瞻性探索， 建立面向低碳属性的企 业信息化评价指标体系。 通过定性分析以及实证调查和分析， 本文 首先阐述企业信息化评价的理论基础和 现状， 重点引入企业信息化能力成熟度评价模型； 由低碳经济的特点， 介绍相关低碳 信 息 化 理 论 基 础 ， 分 析 国 内 外 低 碳 经 济 评 价 方 法 和 低 碳 与 信 息 化 理 论 融 合 的 关 键 问 题； 结合企业信息化能力成熟度思想与低碳评价的方法和特点， 构建面向低碳属性的 企业信息化评价指标体系； 从定量分析角度， 介绍消除指标相关性和确立权

6、oved from the industry level to the enterprise level. To the enterprise, informatization construction is also more consideration to the cost and economic benefit and social benefit, which tends to be more rational. The process of information construction is a long-term complex systems engineering, i
7、s from immature to mature process, which need grading, cent system, step-by-step implementation. Since 2003, the UK Energy White Paper “Our energy future: creating a low carbon economy“ has promoted the concept of low-carbon economy, low carbon economy has been taken attention by the governments. Lo
8、w-carbon economy is a new model of economic development and new ideas. Enterprise informatization itself is a new way which help energy saving and development of new low-carbon economy. At the same time, the carbon emissions in the construction and implementation process is also a important indicato
9、r which evaluate economic and social benefits of the enterprise informatization. At present, there are a lot of research about enterprise informatization evaluation index system , and focus on different key parts. this paper is based on The Capability Maturity for Enterprise Informatization (EICMM),
10、and combine the enterprise low-carbon economy target and the principle that maximize the economic and social benefits, and choose selected related enterprise as the research object. This paper takes prospective explorationthe to the existing enterprise informatization evaluation index system and mod
11、el, finally builds a evaluation index system of enterprise information which towards low carbon attribute. Through qualitative analysis and investigation and analysis, this paper describes the theoretical basis of evaluation of enterprise informatization and current status focusing on the introducti
12、on of EICMM model; Through the characters of low-carbon economy, introduce the theoretical basis of informatization related to low-carbon, analysis the domestic and international low-carbon evaluation methods key problem of the integration of low carbon economic and informatization theory; Based on the method and feature of low-carbon economy evaluation and the
