1、金晖荣泰煤业有限公司应急预案演练计划与方案一、演练时间：2013 年 2 月 23 日二、演练地点：10106 运顺掘进工作面三、演练目的：1、救灾演习是为了使矿井发生灾害时缩小波及范围,使可能受影响地区的人员能够利用有效的时间按避灾路线安全撤至安全地点或地面,从而减少灾害事故带来的人员伤亡。2、通过救灾演练使井下作业人员熟悉井下各避灾路线,掌握自救与互救知识。3、通过救灾演习提高井下作业人员的安全意识和心理素质,提高煤矿职工的组织性、纪律性、责任心。4、通过救灾演练还可及时修订灾害预防和处理计划及 事故应急救援预案的提供实际依据。5、通过救灾演练增强职工的抢险救灾意识，提高我矿从业人员应急救
2、援能力，掌握必要的急救知识，提高事故应急启动能力，指挥协调能力，预案程序可操作性等四、灾害性质：火灾事故五、参加人员：魏树群（矿 长） 毛国力（总工程师）韩 臻（安全矿长） 严 勇（机电矿长） 丁海臻（生产矿长） 杨文光（通风矿长）各有关区队、科室正职和相关人员。演习时邀请离石区军事化矿山救护队、集团公司相关领导对演习工作进行观摩、协调、指导。六、演练经过：1、2013 年 2 月 23 日 8 时 30 分，矿调度室接到井下 10106 运顺掘进面电话：皮带机尾处发生火灾事故2、调度员接电话后：查询事故地点、性质、时间、现场人员等基本情况如下：2月 23 日上午 8 时 30 分，工人使用过
3、的棉纱在皮带的摩擦下着火，并引 燃机尾处其它含油脂物件，现在工作面有 10 人，正准备安全撤出。 并指示汇报人电话通知当班班长尽可能组织人员扑灭或控制火势，若现场火灾无法扑灭或火势无法控制时，必须立即戴好自救器进行撤离，撤离期间要切断工作地点电源，并尽可能告知沿途受火灾影响人员一同沿避火灾路线撤离到安全地点。电话指示皮带机头处等人员到轨道大巷进风地点。通知应急救援小分队做好救灾准备。通知值班矿长、矿长和灾害救援指挥部成员到矿调度进行指挥救援。通知医护室、机电科、通风区、供应科、生技科、安监科主要负责人到矿调度待命。3、指挥部人员于 8 点 35 到齐，立即启动我矿事故灾害应急预案。按照预案各组
4、情况进行准备。（ 1） 现 场 指 挥 组 ： 主 要 负 责 指 挥 事 故 现 场 抢 救 工 作 ， 及 时 处 理突 发 灾 变 ；（ 2） 抢 险 救 灾 组 ： 具 体 负 责 实 施 救 援 指 挥 部 制 定 的 抢 险 救 灾 方案 （ 3） 技 术 处 理 组 ： 主 要 负 责 研 究 制 定 抢 险 救 灾 方 案 和 措 施 ， 解 决 事故 抢 救 过 程 中 遇 到 的 技 术 难 题 ；（ 4） 物 资 供 应 组 ： 主 要 保 证 抢 险 救 灾 物 资 和 设 备 的 及 时 调 度 和供 应 ；（ 5） 通 讯 信 息 组 ： 主 要 负 责 地 面 和
5、 井 上 下 通 讯 信 息 畅 通 ；（ 6） 警 戒 保 卫 组 ： 主 要 负 责 事 故 发 生 后 矿 井 的 警 戒 、 维 持 秩 序等 工 作 ；(7)医 疗 救 护 组 ： 主 要 负 责 对 受 伤 人 员 的 医 疗 救 护 工 作 ；(8)后 勤 保 障 组 ： 主 要 负 责 食 宿 接 待 、 车 辆 调 度 等 工 作 ；(9)善 后 处 理 组 ： 主 要 负 责 伤 亡 员 工 家 属 安 抚 、 抚 恤 、 理 赔 等 善后 处 理 工 作 ；(10)事 故 调 查 组 ： 主 要 负 责 事 故 后 事 故 分 析 报 告 ， 查 明 事 故 原因 ， 追
6、 究 相 关 人 员 的 责 任 。通知当班人员全部升井，灯房做好当班入井人员统计清点工作。询问 10106 掘进工作面瓦检员和安检员，进一步查明井下灾害情况。经总指挥同意，将目前火灾情况上报上级管理部门领导。因无人员遇险，因此安排供电所保证供电，机电科负责水泵、管路等紧急排水设备的检查，保证排水的正常进行。通风科保证正常供风，检查火灾区域有害气体是否超限，通风设施是否完好。4、10 时 10 分演练结束。中班开始正常入井。六、演练总结工作：1、演练圆满完成，获得了好多经验。2、问题与今后措施应准备图纸：避灾路线图、井上下供电图等。及时通知火灾地点停动力电，检查作业地点消防材料储备情况，今后将
7、根据现场实际情况及灾害性质确定停电区域。通知顺序单位和人员是否准确合理，如应首先通知机电科及通风科，根据事故性质编制灾害发生后调度通知顺序，并放在调度室内。及时调动各应急小组，人员、物资及时到位。当班跟班领导干部及时准确通知受灾区域撤人路线，查找有无遗漏人员。加强对调度员培训，调度员接到电话后，要对灾情询问详细，及时上报指挥部，确保调度指令顺畅。加强个人避灾知识教育培训。二 0 一二年二月八日金晖荣泰煤业有限公司应急预案演练计划与方案二 0 一二年二月八日（英文版 ） Two regulations promulgated for implementation is in the party
