3、gy哈尔滨工业大学工程硕士学位论文I摘 要随着山东移动通信网络规模的不断扩大和持续发展，网络设备资产的运维、更新、改造任务愈加繁重，传统的管理方式己经不能适应新形势下公司发展的需要，存在设备使用效率低、更新换代快、维护成本高、技改投入大、设备寿命短、一线人员短缺等问题，必须转变管理观念，创新管理方式，引入科学决策，优化管理策略。为此本文结合山东移动通信公司网络现状，针对移动通信公司运营过程中资产管理存在的问题，引入全生命周期管理的理念，辅之相应管理信息系统，使之对移动通信网络设备资产角度的管理更加精细化、规范化。本文充分利用相关基础管理理论、知识，从企业整体运营效率出发，扩展资产管理的视野，从
4、资产的全生命周期考量企业在资产管理方面的战略与经营决策，包括投资计划上的决策、采购上的决策、库存上的决策、在建管理的决策以及后续运维上的决策等，进而达到全局的最优。使公司管理层准确掌握资产管理全过程的动态数据信息，提高各业务部门资产管理业务过程自动化处理程度，减轻人工工作量，提高工作效率，统筹优化资本配置，降低运营成本费用。主要的工作包括：（1）研究了电信运营企业资产管理现状，谈论了企业资产的生命周期管理的理论知识，为构建资产全生命周期管理体系奠定理论基础。（2）通过分析该电信运营商资产管理信息化现状，分析其原有流程和需改进流程，构建资产全生命周期管理的业务模型，并完成全生命周期管理各阶段的需
