2、问题之一。农村公共文化服务体系建设是农村文化建设和公共文化体系建设的重要组成部分，也是全面建成小康社会的必然要求。其对社会主义精神文明建设和人民群众整体素质的提高，对保障农村基本文化权益、推动农村经济社会文化的协调发展具有重要意义。就全国整体而言，农村公共文化服务体系建设总体上处于起步阶段，农村公共文化服务体系建设水平总体投入不足、水平不高、发展不平衡、结构不合理等问题普遍存在。黑龙江省作为农业大省和边疆省份，同样存在诸如此类的问题。为此，加强黑龙江省农村公共文化服务体系建设的理论与实践研究具有现实性与紧迫性。本文共分为六章。第一章是引言。引言部分重点介绍了论文选题的背景、意义、研究目标及方法
3、、国内外研究现状等。第二章是基本概念及理论。具体介绍了公共文化服务体系、农村公共文化服务体系等相关概念。并简要介绍了公共产品理论和绩效考核理论及其应用。第三章阐析了黑龙江省农村公共文化服务体系建设的现状及存在的主要问题。本文认为，黑龙江省农村公共文化服务体系建设总体上表现为：农村公共文化服务基础设施建设有所改善，农村公共文化服务市场初露端倪，农村公共文化服务政策不断完善。但同时也存在城乡差异显着、市场体系尚不健全、政策杠杆运用不充分、人才队伍水平参差不齐等问题。第四章以现有的理论及政策为依据，结合黑龙江省农村公共文化服务体系建设中存在的问题实际，重点分析影响和制约黑龙江省农村公共文化服务体系建
4、设的原因。具体是缺钱、缺人、缺事、缺想法、缺管理“五个缺少”,即资金投入有限、人才机制不健全、没有找到切合的抓手、思想认识不到位、缺少绩效考核评估等问题。第五章是在借鉴国内外和省内外先进经验的基础上，提出解决黑龙江省公共文化服务体系建设的对策思路。主要是投钱、投人、做事、提高认识、加强管理“五个投入”,即更新投资模式以加强基础设施建设、加强人才队伍建设、注重特色文化建设、实施“培训+产业支撑+市场调节”的方式提高农民及管理者认识、加强绩效考核等。第六章是结论与展望。本文认为，黑龙江省农村公共文化服务体系建设已经开始起步，但存在较多问题，亟待展开颇具成效的建设。必须探索建立能长期发挥作用，保障农
