2、央国务院出台了一系列的政策鼓励大学生创业，实现创业带动就业。公益创业作为创业的一种形式，是指个人或团体通过创造新产品、新服务和新方法，并有效地结合商业化和市场化的操作进行资源整合，从而实现公共利益最大化的过程。这一创新的过程一方面能够有效的培养大学生的创新精神，提高大学生的综合素质，积累实践经验，实现创业梦想。另一方面能够帮助大学生培养社会责任感，树立正确的社会价值观，在解决就业难的问题上发挥了积极作用。因此，公益创业成为越来越多大学生的创业选择。从目前中国状况来看，无论在学术界还是公益慈善领域，公益创业都是新兴名词，发展很不成熟，虽然受到了政府和企业的广泛关注，但是就其能力而言还有待提高。政
3、府方面其基金会运作效率低下，资金透明度不高，公信力缺乏。企业方面主要精力用于谋求利润最大化，对公益创业的运作缺乏了解，两者均不能有效地对大学生进行指导。NGO本身具有非营利性和公益性的特点，具有较高的运作效率，且常年从事公益事业的运作。因此，NGO 是支持大学生公益创业的最佳选择。本文从全新的研究视角出发，运用访谈调查、案例分析及文献研究的方法，提出应对当前研究问题的解决思路，构建了一套适应中国国情的 NGO 对大学公益创业的支持体系。为得出上述体系，本文对所做研究进行深入分析，其内容概况为以下两方面：一方面，通过对国内外相关文献的梳理和回顾，对 NGO 支持大学生公益创业可行性和必要性进行分
4、析，运用访谈调查的方法，对大学生和 NGO 工作人员进行访问，为所做研究提供数据资料支持。另一方面，通过对国外公益创业经典案例进行研究，并结合我国目前的NGO 支持大学生公益创业的案例，总结出其成功的经验和失败的教训，为今后我国 NGO支持大学生公益创业提供借鉴。关键词：NGO 大学生 公益创业 支持 创新AbstractIn recent years, Chinas university graduates are growing constantly, but the communityhas not provide more jobs, As a large number of grad

Therefore, more and more college studentschoose entrepreneurship .From the current situation of China, either in academia or in chari
9、tyfield, entrepreneurship is a new term, the development of it is not mature. Although it iswidely concerned by the government and the enterprise, but it remains to be improved. Fromthe aspect of government, the efficiency of fund operation is low, the transparency of capitalis not high, the credibi
10、lity is lacking. Because the main goal of enterprises is to maximizeprofits and few entrepreneurs understand the entrepreneurship operation, both of them cannoteffectively guide college students. NGO social organization as a independent system, its hashigh operation efficiency out of the control of
11、the government .Because of its characteristicsof non-profit, commonweal, year-round operation in public welfare undertakings, NGO is thebest choice for college students entrepreneurship.This paper from the new view, using the method of questionnaire, case analysis andliterature research, proposes so
12、lutions in response to the current research problems, andconstructs a set of Entrepreneurship support system which adapt China conditions. In order to draw these system, this paper research and analyze deeply. The content overview dividesinto the following two aspects: on one hand, the paper analyze
13、 the feasibility and necessitythat NGO support for college students entrepreneurship through the domestic and foreignrelevant literature review, at the same time, the paper to do research in providing data supportby using the method of interview survey, access to college students and NGO staff.
