2、为城市的新的经济增长点，城市转型发展的新理念和新模式。政府在城市经济发展职能中发挥着不可替代的重要作用，对于楼宇经济发展起着全方位的助推作用。我国的楼宇经济发展目前尚在起步阶段，政府在经济发展过程中不可避免的存在着诸多问题，制约楼宇经济的快速发展。目前多地政府也相继出台了一系列促进楼宇经济发展去库存化;、补短板;的政策，促进楼宇经济健康、长远、可持续发展。因此，政府职能合理的发挥，将直接影响到城市楼宇经济发展的水平。本文首先介绍了选题的背景和意义，对国内外楼宇经济和政府职能有关的文献进行综述。其次，对楼宇经济和政府职能的概念进行阐述，并介绍楼宇经济的核心要素和特征。第三，对济南市市中区楼宇经济
3、的发展现状进行全面、客观的分析，并运用SWOT 分析法，分析了市中区楼宇经济发展的优势、劣势、机遇和挑战。第四，对济南市楼宇经济中政府职能的发挥进行全面分析，提出存在的问题，问题产生的原因，以及有针对性的提出了解决的对策。关键词：楼宇经济；政府职能；优化政府服务。AbstractChina is now at an important stage of transforming its economic development mode,and the traditional economic development mode is no longer able to adapt to the

12、1 章 绪论1.1 选题背景与意义。1.1.1 选题背景。从国外来看，20 世纪初在英国、美国等国家的大城市陆续形成了多功能的经济中心，聚集了城市商业机构、公共服务机构等，这些中心在发展中，凭借着功能的完善，逐渐拓展其经济层面的辐射范围，演变为更大区域范围内的多产业功能的聚集地，1925 年，E.W.Burgess 具体阐述了同心圆理论，依据这一理论，他提出了CentralBusiness District;（中央商务区），简称 CBD。20 世纪 80 年代，随着经济全球化以及信息化技术的应用，独立商务办公楼陆续出现，楼宇经济;逐渐产生并且迅速被人们熟知。立足国内现状，楼宇经济;理念最早于
13、20 世纪 90 年在深圳和上海被提出。我国的 CBD 发展尚处于初期阶段，虽然改革开放后很多地区，例如珠江三角洲、长江三角洲和京津冀中心城市的 CBD 发展呈现多样化态势，但其他很多地区的经济发展水平远达不到发展 CBD 的条件。所以在一些累积资本较少的区域，这一概念逐渐成为 CBD 概念的替代品。2014 年之后，我国持续推进金融松绑政策，加之经济总量迅速扩大和产业结构的不断升级调整，楼宇经济的提法在我国被广泛接受，并且受到了越来越多地方政府的重视，其主要原因为：经济发达地区越来越感受到楼宇经济对区域经济发展带来的红利，而经济欠发达地区学习到先进地区楼宇经济发展的示范作用，欲通过发展本地楼
14、宇经济来促进当地经济全面发展。很多地方的政府，都对于楼宇经济;对整体城市发展的重大意义有了更为深刻的理解，因此，越来越多的城市开始加入到发展楼宇经济;的大军之中。党的十九大报告也表明，目前我国的经济发展已经不再处于高速增长状态，经济发展整体质量不断提高，经济增长模式逐步优化，经济结构及经济增长的动力都出现了改变，当下是我国经济发展新动力培育的重要转折阶段，全面推进现代化经济体系的建设及完善是当下和未来我国经济发展的重要战略目标。在追求质量的时代，如何更好的谋划楼宇经济高质量发展，更好的发挥有为政府;与有效市场;的作用也已经成为当前地方政府面临的新问题。1.1.2 选题意义。本选题在理论方面和现
15、实方面都有着一定的意义。理论意义：就楼宇经济而言，现有学者对该领域的研究，多数是从经济学视角出发，很少有从公共管理理论角度进行研究。本文是以楼宇经济推进过程中政府职能作为具体的探究对象，给予理论假设和实证探究两种方式，深入分析当下我国楼宇经济发展的具体水平，结合济南市市中区的楼宇经济发展现状，具体探究政府在这种经济模式发展中的职能履行问题，希望可以丰富楼宇经济研究体系，为政府职能的更好履行提供一定的参考。现实意义：楼宇经济在国内尚处于初级阶段，政府在职能发挥中也存在一定管理越位和缺位的问题，随着我国经济发展进入新常态，政府职能需要进行相应的优化和转变，真正发挥市场在资源配置中的主导地位，从而实现产业转型升级和经济发展。通过对济南市市中区的研究，对其他面临相同发展境遇的城市中心城区有一定的借鉴意义。1.2 国内外研究现状。1.2.1 国外文献综述。（1）楼宇经济相关文献综述。国外针对楼宇经济的研究比较早，成果也比较多，整体上看，国外学者更加关注CBD 理论的分析，对于楼宇经济的研究更多的集中在中央商务区的研究范畴。对 CBD 的研究始于 1925 年欧内斯特-伯吉斯（Burgess），随后霍依特（Hoyt）、哈里斯（Harris）和乌尔曼（Ullman）分别修正模型，提出各自的模型理论：同心圆模型、扇形模型、多核模型。
