3、CONNECTION REQUEST 消息，由 其无线资源管理模块RRM 根据特定的算法确定是接受还是拒绝该 RRC 连接建立请求，如果接受，则再判决是建立在专用信道还是公 共信道。 主要参数： Initial UE Identity ：初始的 UE 标识，如 IMSI ，TMSI 等参数，用来让网络识别发送该建立请求消息的UE；Establishment cause ：建立原因，有多种类型， PS业务为 registration。Protocol Error Indicator：协议错误标识，用来标明是否有协议错误发生。测量IE： 给出在 Uu 接口上的测量结果； Initial UE Ca
