2、果，本人愿意承担此声明的法律后果以至法律责任。学位论文作者（签名）：2006年 月 日摘 要治理结构是一个组织中各利益群体的相互关系，它通过权力的配置和运作机制来达到关系的平衡，以保障组织的有效运行并实现其根本目的。大学治理结构是大学制度的核心，构建一个适应社会发展要求、符合本国实际的大学治理结构，是现代大学制度建设的根本任务。基于这样一种认识，本文试图从研究型大学组织的本质属性和基本特征等基本问题出发，着眼于我国研究型大学内部治理结构的整体性研究，在综合分析了国外研究型大学的内部治理情况的基础上，结合我国特点，对我国研究型大学的内部治理结构的构建进行了探讨，并从整体上提出了完善我国研究型大学
3、内部治理结构的大致思路。我国研究型大学内部治理的特色在于除了学术权力和行政权力还包括以党委为领导的政治权力。如何处理好这三方面的关系成了搞好我国研究型大学内部治理的关键问题。我国研究型大学目前的内部治理模式是典型的集权模式，其主要的弊病在于党政不分、学术权力弱化、学生权力缺失、权力集中向上、决策民主化程度不够。本文针对这种情况对我国研究型大学内部治理结构改革进行了一系列分析，提出了我国研究型大学内部治理结构完善的具体思路：合理配置权力，实现政治权力、行政权力、学术权力合理分权，落实“党委领导、校长行政、教授治学”，同时坚持以人为本，加强学生权力；科学分层管理，推行学院制管理改革，发挥教授在系、
4、所的主宰作用，实现管理重心下移；权力协调制衡，实现民主管理。关键词：研究型大学 我国研究型大学 内部治理结构AbstractThe governance structure is interrelation among all benefit collectives of an organization, its balance can be attained by power collocation and operating system to guarantee the effective operation of the organization and realize its pri
5、mary purpose. The governance structure of university is the core of university system. Establishing a university governance structure to adapt social development and suit national practice is the primary mission of modern university construction. According to this acknowledgement, the author of this
6、 paper tries to begin from the basic problems, including the essential attribute and the basic characteristics of research university organization, focuses on the research of inner governance structure of Chinese research universities, comprehensively analyzes inner governance of foreign research un
7、iversities. Based on Chinese characteristics, the author puts forward the basic principle and primary thoughts of bettering the inner governance structure in Chinese research universities.The inner governance structure in Chinese research universities is typically characterized with the combination
8、of academic power, administrative power and the political power dominated by the Party Committee in Chinese research universities. Therefore, how to deal with the connections among the three is a key point to inner governance the inner governance structure in Chinese research universities. The prese
