In recent years, the incidents happened around CNG fueling station has reminded people, how to correctly identify the accidents affecting factors of CNG fueling station, especially potential human factors influence, is to develop and implement relevant safety management measures of the key

However, the existing research facilities only pay attention to the station equipment conditions, environment factors and impact of security management system15, lack of further analysis to personnel factors ,such as potential trigger, so the existed safety precautionary measures is difficult

8、 to fundamentally solved avoid city CNG fuelling station accidents. With the new scientific and technological achievements continuously introducing to industries, industrial production and daily life in the cause of the accident investigation shows, the percentage of accidents caused by unsafe behav

9、ior of people is increasing, and therefore, in safety engineering research fields, always be not taken seriously the human factors have become more and more attracted peoples attention. However, in practice, the human factors often affect the various securities with fuzzy and random recessive manner

10、, so it is difficult to be objective and true to clearly identify human factors. Therefore, combined the advantage of SHEL and Reason human factors research model, targeted urban CNG fueling station accident of significant potential human impact factors, and this paper put forward a kind of joint mo

11、del with SHELReason, establishes a new identification method of urban CNG fueling station man-made factors.II.SHEL and Reason models compared to human factors researchA.SHEL and Reason models introduced SHEL model 68 proposed by Edwards, and approved by Frank Hawkins modification and improvement, is

SHEL model (figure 1) by software, hardware, environment and composed pieces of life, the relationship between various components and people for this model is four interfaces, who is a central part of the model system.
