1、中国海洋大学 硕士学位论文 潍坊高新区新型农村社会养老保险制度研究 姓名：郭金锋 申请学位级别：硕士 专业：农村与区域发展 指导教师：赵昕 2011 潍坊高新区新型农村社会养老保险制度研究 摘 要 长期以来，我国农村以家庭养老为主要方式。随着社会的发展，如何解决农 村社会的老人养老问题，需要寻求一种新的养老途径，原因就是农村的老龄化人 口比例增加，传统农村家庭结构发生变化，家庭养老压力大增。实行社会养老已 经成为一种必然趋势。 因此迫切需要建设新型农村社会养老保险制度以期适应新 时期的要求。 农村养老保险制度的建立需要因地制宜, 随着潍坊市高新区农村人口老龄 化趋势的加快，农村养老问题逐步成为
2、严重的社会问题，但此时原有的农村社会 养老保险制度却存在保障水平低、 覆盖范围窄、 社会性和共济性缺乏等诸多缺点， 并未能发挥其保障功能。本文针对潍坊高新区的实际情况, 提出切实符合当地农 村养老保险现状的新型农村养老保险保障措施, 以期为当地的农村养老保险制度 设计提供些许政策建议。 本文的主要研究内容如下： 首先，文章从我国农村社会养老保险发展的历史及现状入手，对我国农村社 会养老保险发展的各个历史阶段按照时间及发展程度进行分类； 进而对国务院养 老保险新政策实施前后的状况进行比较研究， 为我国农村养老保险制度的设计奠 定基础。 其次，文章对潍坊高新区的农村社会养老保险现状进行分析。在介绍
3、潍坊高 新区农村社会养老保险基本情况的基础上提出了其农村社会养老保险体系的工 作突出点，并且对潍坊高新区新型农村社会养老保险实施的方法进行归纳总结， 在新旧两种农村社会养老保险对比的基础上提出潍坊新型农村社会养老保险的 优势所在。 再次， 在前文研究的基础上对目前潍坊高新区农村社会养老保险存在的问题 及成因进行分析。潍坊高新区农村社会养老保险仍存在保险认识有差距、保险制 度缺陷、覆盖率较低等问题，这主要由当地的社会原因及制度原因等造成的。 最后， 在强化农民及村干部农村社会养老保险认识的基础上给出完善潍坊高 新区新型农村社会养老保险制度方案设计。鉴于高新区农村人口分化的现状，对 分析各类农村社
4、会群体，对社会养老保险模式进行归类：一类是失去土地的农民 的社会养老保险模式；二类是“非农化”农村富余劳动力的社会养老保险模式； 三类是务农农民的社会养老保险模式。 进而对拓宽农村社会养老保险资金筹集途 径等方面进行研究，最终给出了改革与完善养老保险体系的原则及实施措施。 本文主要从以下两方面进行了创新性研究： 1、调查分析潍坊高新区农村养老保险现行状况。 2、在对潍坊高新区现行农村养老保险制度存在的问题及成因分析的基础上 给出了完善潍坊高新区新型农村社会养老保险制度方案设计。 关键词：养老保障体系；新型农村社会养老保险；制度设计 T h e n e w r u r a l s o c i a

The establishment of rural endowment insurance system need to local conditions, with the trend of accelerated High- tech Zone, Weifang City, aging rural population, rural old- age problem has gradually become a serious social problem, but this time the original soc
8、ial endowment insurance system in rural areas but there is low level of protection, covering a narrow range of social and Freemasonry a lack of many other shortcomings, it did not play its support functions. In this paper, Weifang High- tech Zone of the actual condition of the real line with the sta
9、tus of the local rural endowment insurance new rural endowment insurance guarantees to the local rural endowment insurance system designed to provide some policy recommendations. The main contents are as follows: First, article from the development of rural social endowment insurance and the status
10、quo of the development of rural social pension insurance history accordance with the various historical stages of development time and degree classification; and then on the State Department pension status before and after the new policy comparative studies, for our the design of rural endowment ins

Secondly, Article on the Weifang High- tech Zone of the rural social endowment insurance status were analyzed.Weifang High- tech Zone in the introduction of rural social pension insurance based on the basic conditions of its rural social endowment insurance system, work stand ou
12、t, and on the Weifang High- tech Zone to implement the new rural social pension insurance, the methods are summarized, in the old and new rural society pension based on the comparison of new rural social pension insurance Weifang advantage.
