2、临空经济区产业的发展规划合理与否对其影响重大。 在我国，临空经济区是一直被忽略的经济区，从全国范围来看，政府对临空经济区产业规 划建设还没有普遍重视起来，这与整个经济状况、民航业的发展阶段都有关系，在临空经济区 的产业规划过程中，政府职能具有不可替代的作用。因此本文通过对临空经济区产业规划以及 政府职能的相关理论研究，在对国内外临空经济区的现状以及成功经验加以总结和借鉴的基础 上，提出了政府在临空经济区产业规划过程中的职能定位，政府要制定相应的发展目标、政策 和措施促进临空经济区的发展，以加速地区经济的发展。论文主要内容包括以下几个方面： 一、以新公共管理理论、公共经济管理理论、服务型政府理论
3、以及“钻石模型”理论等作 为政府发挥职能的理论基础，分析了临空产业集群的特性，即国家安全性、一般公共产品性和 外部性，阐明了政府在产业规划中职能发挥的必要性。 二、通过分析国内外临空经济区产业规划现状，以及对临空产业发展结构模式的介绍，结 合我国临空经济区产业建设的实际， 为我国政府在临空经济区产业规划建设提出可借鉴的经验。 三、政府在临空经济区产业规划过程中，要处理好与企业、消费者以及生态环境的关系， 产业规划是政府的一项经济职能，其具体体现在政府规划职能、协调职能、监督职能、以及服 务职能这四个方面，从产业规划的论证、制定、实施三个环节论述了这四项职能应当如何有效 发挥的。 四、基于理论与
4、现实的分析，以南京禄口临空经济区产业规划为例，对禄口临空经济区进 行了机遇和可行性分析，结合交通网络，指出政府在产业规划过程中的职能应该如何发挥，形 成了一个禄口临空经济区产业发展规划，并为地方政府提供了一些政策建议。 关键词：临空经济区，政府职能，产业规划，产业定位，禄口 临空经济区产业规划中的政府职能研究以南京禄口临空经济区建设为例 II Abstract Since the 21st century, along with the development of economy, compared to the highways transport, Water transport and

7、mentum. Whether Airport Economic Zone industry development planning is reasonable or not, it will play a great influence on the economic development of airport. The Airport Economic Zone has been overlooked for a long time in China. From the national level, the construction of airport economic zone
8、has not generally pay attention by China s government. That is because of the development stage of the whole economic situation and the civil aviation industry. The government function has an irreplaceable role in the industrial planning of airport economic zone. Therefore, through to the research o
9、f relevant theories in airport economic zone industrial planning and government function, and on the basis of summarize and reference in current situation to domestic and international Airport Economic Zone and the successful experience, This paper presents the government function orientation in the
10、 planning process of Airport Economic Zone industry construction. Government should formulate appropriate development goals, policies and measures to promote the development of airport economic zone, thus accelerating the development of regional economic. The main content of this paper: First, based
11、 upon the new public management theory, public service- oriented government economic management theory and the theory of diamond model theory, those theory mentioned above become the theoretical basis of the government should play functions, this paper analyses the characteristics of airport industr

Second, through the introduced about recently status analysis in the domestic and abroad Airport Economic Zone industry planning and the development of industry struc

Fourth, based on the theoretical and practical analysis, for example, in Nanjing Lukou Airport Economic Zone industry planning, Combined with traffic network, this paper analyse
16、s the opportunities and feasibility about Lukou Airport Economic Zone, and point out the governments function in industry planning process should be how to play, and eventually formed a Lukou Airport Economic Zone industrial development plans, and provides some policy suggestions to the local government.
