12、湾工程有限公司项目质量管理规范项目质量管理规范第一章 总则第一条 为规范公司各项目部的项目质量管理工作,保证和改进项目质量,特制定本规范。第二条 项目质量管理的原则1、“质量第一,客户至上”。项目在施工中应自始至终地把“质量第一,客户至上”作为质量管理的基本原则,采取一系列质量管理方法,确保合同、规范所规定的质量标准。2、“以人为本”。人是质量的创造者,质量管理必须“以人为本”,把人作为质量管理的动力,调动人的积极性、增强人的责任感,树立“质量第一”观念;提高人的素质,避免人的失误;以人的工作质量保工程质量、促工程质量。3、“以预防为主”。“以预防为主”,就是要从对质量的事后检查把关,转向对质

13、量的事前控制、事中控制;从对工程完工质量的检查,转向对日常工作质量的检查、对工序质量的检查,这是确保项目质量的有效措施。4、“加强质量反馈”。及时对工程项目施工过程和完工状态的质量进行检查和反馈,发现质量问题,及时解决并提出改进措施,是质量持续改进的保证。第三条 项目质量因素的控制影响项目质量的因素主要有五大方面,即4MlE,指:人(Man)、材料(Material)、机械(Machine)、方法(Method)和环境(Environment),对这五方面的因素严加控制,是保证项目质量的关键。1、人的控制。人,是指直接参与施工的组织者、指挥者和操作者。人,作为控制的对象,是要避免产生失误;作为

14、控制的动力,是要充分调动人的积极性,发挥人的主导作用。为此,应加强劳动纪律教育,加强专业技术培训,健全岗位责任制,加强施工操作规范的培训和贯彻。 2、材料的控制。材料控制包括炸药、雷管等施工材料的控制。强化材料出库入库的严格检查和验收,通过确保施工材料的质量来确保工程的质量。3、机械控制。机械控制包括施工机械设备、工具等控制。要根据不同工艺特点和技术要求,选用合适的机械设备;正确使用、管理和保养好机械设备。4、方法控制。这里所指的方法控制,包含施工方案、施工工序、施工工艺、施工操作规范等的控制,主要应切合工程实际、能解决施工难题、技术可行、经济合理,有利于保证质量、加快进度、降低成本。5、环境

15、控制。影响工程质量的环境因素较多,有工程技术环境,如工程地质、水文、气象(如台风、热带气旋)等;劳动环境,如劳动组合、作业场所、工作面等。第四条 项目质量控制阶段为了加强对施工项目的质量控制,明确各施工阶段质量控制的重点,可把施工项目质量分为进场控制、现场控制和退场控制三个阶段。1、进场质量控制。指在正式施工前进行的质量控制,其控制重点是做好施工准备工作。2、现场质量控制指在施工过程中进行的质量控制。事中质量控制的策略是,全面控制施工过程,重点控制工序质量。3、退场质量控制指在完成施工过程形成的工程完工质量控制,其具体工作内容有:按规定的质量评定标准和办法,对工程进行质量评定;组织竣工验收;持

16、续质量改进等。第五条 项目质量管理的职责 各项目部项目经理对工程项目的质量负总责,是直接责任人;公司总工程师和生产总监对各项目部的工程项目质量负有监督和指导责任;公司总经理属工程项目质量的第一责任人。第六条 为贯彻规范设定的简洁、清晰明了的原则,本规范结合国际项目管理规范和ISO9000、ISO14000、和ISO18000标准,通过项目质量管理综合表单来表述各个阶段的质量管理规范。第七条 项目部质量小组构成:项目经理组员组员组员组员钻机组长火工组长船长机电主管施工主管项目经理助理manipulator control mode and programmable controllers introduction 2.1 Select discussion with manipulator control 2.1.1 classification of control relays and disc
