1、中国绿色食品产业发展水平的地区差异及影响因素分析黄漫宇 1,2，彭虎锋 1,2（1 中南财经政法大学工商管理学院，武汉 430073；2 中南财经政法大学信息与安全工程学院，武汉 430073）摘要：【目的】评价全国 30 个省、自治区、直辖市绿色食品产业发展程度，分析其地区差异以及绿色食品产业发展各影响因素对产业发展水平的影响程度，为全面了解中国各地区绿色食品产业的发展水平并制定区域性的 绿色食品产业政策提供科学依据。【方法】采用主成分分析法建立评价指标体系，评价绿色食品产业的发展程度， 并运用聚类分析依据绿色食品产业的发展程度将全国 30 个省、自治区、直辖市分类，运用灰色关联分析法计算
2、在发展程度不同的地区，各影响因素与绿色食品产业发展水平的关联程度 。【结果】对全国 30 个省、自治区、 直辖市，按照绿色食品产业发展程度的整体评价值将其分为发展程度高、中、低 3 组，发展程度高的组包括山 东省等 11 个地区，发展程度中等的组包括陕西等 8 个地区，发展程度较低的组包括重庆等 11 个地区。绿色食 品产业发展程度与经济发展水平关联系数达到 70%。各影响因素与绿色食品产业发展的关联程度表现为：市场 需求，企业战略、结构与竞争对手这两个因素的影响程度随着绿色食品产业发展水平的降低而下降，灰色关联 度分别由 0.298 降到 0.189、0.233 降到 0.125；资源条件、
3、政策支持这两个因素的影响程度随着绿色食品产业 发展水平的降低而上升，灰色关联度分别由 0.125 上升到 0.218、0.183 上升到 0.220。【结论】绿色食品产业 发展水平存在明显的地区差异，产业发展水平与地区经济发展水平紧密关联。市场需求，资源条件，企业战略、 结构与竞争对手，相关产业与支撑产业，政策支持这 5 个因素在绿色食品产业发展程度不同的地区所产生的影 响差异明显，这决定了绿色食品产业发展程度不同的地区，在制定产业发展政策时应考虑这一影响差异，确定 不同的产业发展重点。关键词：绿色食品产业；钻石模型；影响因素；灰色关联Study on the Regional Differe

Clustering analysis was adopted to categorize the regions on the basis of the development level of green food industry. Grey correlation analysis was implemented

The developed group includes Shandong and other 10 regions, the developing group includes Shaanxi and other 7regions, and the under-developed group includes Chongqing and other 10 regions. The development
10、level of green food industry relates closely to the development degree of regional economy, the correlation index amounts to 70%. The influential effect of market demand and industry structure decreases with the decreasing of the development level of green food industry, the grey correlation grade d

14、化和改进， 从而促进产业集群竞争优势的发挥。银红娟9结合波 特的钻石模型分析了影响绿色食品生产供给的因素， 对中国绿色食品产业的竞争力进行了实证分析。宋德 军10建立了以截面数据为基础的因子分析评价模型， 并对中国绿色食品产业发展能力进行了综合评价，对 其主要影响因素进行了分析。政策方面，Carriquiry 等11 对欧盟和美国的绿色食品产业进行案例研究 后，提出发展绿色食品产业应重视政策创新、管理 创新、技术创新和市场开拓，在发展初期应加强产 业政策导向、增加供给，随后转向以市场调节为主、 实现供求的协调发展。林海12 提出要发展绿色食品 产业就必须构建以市场规范与管理、产品质量及认 证为
15、重点的绿色食品产业发展动力系统。宋德军13 构建了产业政策调整促进产业结构优化的机理模 型，提出了创新宏观管理以促进产业结构优化升级 的对策。王德章14 从市场需求变化角度，构建了影 响绿色食品产业竞争力变化与调整发展的战略分析 框架，并在此基础上提出了提升中国绿色食品产业 区域竞争力水平的策略。【本研究切入点】已有研 究偏重于定性分析，即使有少量定量分析也主要针 对某个具体的地区，尚缺乏从各省、自治区、直辖 市层面较全面地对绿色食品产业发展程度进行评价 的实证研究文献。【拟解决的关键问题】运用波特 的钻石模型，构建评价绿色食品产业发展程度的指 标体系，全面评价各省、自治区、直辖市绿色食品 产
16、业发展程度，并比较不同地区绿色食品产业发展 程度的差异，分析在不同地区各因素对于产业发展 影响程度的差异，以期为各地区制定发展绿色食品 产业的区域性政策提供参考。0引言【研究意义】作为国民经济的重要新兴产业，绿色食品产业遵循了可持续发展原则，能有效保护和改善生态环境，实现农业资源的可持续利用。产业发展 不仅是一个数量扩张过程，也是一个结构与布局不断 优化升级，技术、市场、体制与管理不断创新的过程。 绿色食品产业发展演化包含两个问题：一是产业发展 受到哪些因素的影响，二是这些因素对于产业发展的 影响程度。影响因素及影响程度的大小可以解释绿色 食品产业发展以及发展程度具有区域性差异的现象， 特别是在中国东、中、西部区域性差异明显的发展背 景下，比较不同地区绿色食品产业的发展程度以及各 影响因素的影响程度，这对于制定不同
