4、装工程施工降低了准入门槛，各电力施工企业觊觎核岛的丰厚利润，为了能早日进入核电纷纷加入了对常规岛项目非理性竞争行列。随着核电设计及设备采购的逐步国产化，建设方的投入不断降低，面对低价中标甚至战略性牺牲的价格、不断攀升的用工薪酬及通货膨胀的物价，各电建企业势必要在提升管理、尽快培养人才的同时千方百计降低管理成本，尽快摸索总结出适合核电特色的管理经验，并希望凭此站稳核电市场，尽快的加入核岛施工以实现扭亏为盈。本文以天津电力建设公司宁德核电站核电工程项目部为例，开展核电项目管理体系的理论基础研究，梳理了基于核安全文化的核电管理理念、讨论了项目管理元素WBS分解、构建了项目管理流程立体层级架构，并完成
5、宁德核电项目管理流程策划，提出了信息化平台实现的方法，并完成了宁德核电项目管理体系构建的信息化开发工作。通过笔者在宁德核电常规岛建设项目中对此平台系统的实际应用，证明能够精确的实现管理流程的高效流转，相应的数据及控制信息能够及时、有效的收集并准确的进行统计处理，利用网络的优势使得项目各部门协作更为顺畅，公司总部通过平台的数据挂接能够及时掌控现场情况，以便为项目提供更为有效的支撑服务，最终确保了项目各项管理目标的圆满实现，并取得良好的经济效益。本文结构共分五章。第一章绪论，分析了我国核电建设的宏观形势，介绍选题的意义及背景，国内外的研究现状，同时阐述了本文研究的思路和主要内容。第二章核电施工项目
6、管理体系构建，从核电管理体系构建基础，核电施工项目管理WBS分解，到管理流程体系的设计，具体介绍了以核安全法规体系为纲领的，核电施工项目管理体系文件的构建工作。第三章基于广域网的核电施工项目管理平台实现，介绍了管理流程信息化所采用的，适用广域网形式的多地点工程项目管理的二次开发软件平台JETOP，描述了基于管理流程的业务开发原理，以管理体系构建的载体管理流程为蓝本，整合相关业务流程形成便于现场使用的完整的专项管理平台系统。第四章核电施工项目管理体系应用，以宁德核电站常规岛工程项目为实例，对其施工项目管理体系构建情况、项目管理元素WBS分解、管理流程策划情况、常规岛项目的管理业务平台的软件开发，
