7、moredependentonoilfromtheMiddleEastandthePersianGulfthantheUnitedStatesis.Ithinkitfeelscrosspressuredtoplaysomekindofrolebutstillreluctanttoriskitsreputationincircumstanceswherethereisaveryuncertainoute. 9、fromthemforaclosersecurityrelationshipwiththeUS.SofromtheUSperspective,thisissomethingnormal.Itspartofamultifacetedengagementintheregion,anditsalsoinresponsetoademandfromouralliesandfriendsintheregion,whohavebeeincreasinglyalarmedatChinassomewhatbullyingbehavior.Ofcourse,theChinesegovernmenthas,espe
10、ciallyinitspropagandaathome,initsmediapublicstatementsathome,framedtherebalancingasanefforttocontainChina.ItscertainlynotanefforttocontainChina,butitisanefforttoretainasecuritybalanceintheregion,sothatChinasneighborsfeelmoresecure. 11、interesting,andImwonderingaboutyouropiniononChineseactionsinSouthChinaSeaandtheEastChinaSea.Somepeopleinterpretthisasthegovernmentstokingnationalistsentimenttodistractpeopleduringaleadershiptransition,andotherswouldinterpretitasthegovernmentbeingsortofheldhostagebypublicsentiment.Whatsyourviewofthat

PopularnationalismisanincreasinglyimportantconceptforChineseforeignpolicy TheEastChinaSeaisreallyafocalpointforthatpopularnationalism,becauseitinvolvesrelationswithJapan,whichhavebeenahotbuttondomesticissueinChinaforalongtime.TheSouthChinaSeaisdifferent.TheSouthChinaSeawasnotthefocusofaloto
13、fdomesticattentionuntilfairlyrecently.AndIfounditkindofpuzzlingthatChinasrhetoricanditsactionsintheSouthChinaSeabecamemoreassertiveafterquiteafewyearsoftryingtoworkthingsoutwiththeotherclaimants,includingagreeingto,inprinciple,acodeofconductwiththeotherclaimants.Frommyperspective,thatwasnotdrivenbyp
14、opularnationalism.ThatwassomethingthatemergedmoreoutofthefragmentednatureoftheChineseforeignpolicyprocess,andalotofdifferentbureaucraticactorswhocouldbenefitfromtryingtostirupsentimentonthisissue,togetbiggerbudgets,getmoreships,getmorebureaucraticinfluence.Andunfortunately,itlooksliketheChinesegover
15、nmentletitspoliciesintheSouthChinaSeabehighjackedbythoseinterestgroupswithinthestateinawaythathasbeenveryharmfulforrelationswithcountriesinSoutheastAsia.SoIseethetwoissuesasbeingreallyquitedifferentinthatrespect,onebeingmoredrivenbytheconstraintsofpopularnationalism,andonebeingdriventopdownbythenatu
