Wind down 是逐渐结束的意思。美国总统奥巴马宣布，今年七月 开始从阿富汗撤军，他对全国人民说: “It was the beginning, but not the end, of our effort to wind down this war.“ 这是我们逐渐结束这场战争的开始，而不是 结束。The federal s
