5、veworkimplement6.5.6.5 RepeatedlydevelopmentAPI7.3.6.6 Systemtest7.4.Chapter 7 Conclusion7.6.referrence7.7.摘要随着信息化技术的发展及电子政务理念的推广，政府门户网站作为政府机构联系社会的桥梁和服务公众的窗口，在加强与人民群众交流、提高政府服务质量、提升政府形象和对外知名度、增强政务公开力度等方面起着日益重要的作用。然而，目前多数政府门户网站存在着内容不实用、易用性差、互动性差、缺乏灵活性等一系列问题，在栏目设置管理、页面布局调整、内容层次深化等方面均有很大不足，无法及时有效地满足公众的服
6、务需求；此外，由于建设时期和重视程度不同，同一政府部门各级机构的政务网站在技术实现、数据格式、管理形式等环节上有较大差异性，形成了一个个“信息孤岛”，无法有效地实现信息共享及业务协同，这一方面影响了政府的服务效率，同时也带来了分散维护、重复规划、重复建设等人力、物力方面的资源浪费。本项目以SOA架构为支撑，建设了统一的政府门户网站内容支撑平台，该平台主要提供网站的创建发布、网站的模版管理、网站的内容管理三大服务。某一政府机构可利用这个平台有效整合其机构内信息资源，统一建设、部署跨级、跨地域、跨部门的“门户网站群落”，方便快捷地调整网站的外观样式、服务模式、服务内容，同时，支持机构内不同部门、不
7、同级别机构之间的信息共享及业务协同。这不仅大大节省了政府对于门户网站的建设投资及运维成本，同时也有效提高了政府部门的服务水平和工作效率，使政府门户网站发挥更大的作用。本文首先分析了平台的开发背景及国内外研究现状，然后简要介绍了平台研发的相关技术，进而对平台的需求分析、技术架构、技术路线、功能设计、对象设计、数据库设计进行了详细描述，最终给出平台主要模块的实现方案。本文设计的内容支撑平台已在山东省检察系统成功实施，平台运行稳定，支持省检察院及下属各级检察院网站的建立及信息发布，同时，有效实现了不同检察机关部门之间的业务协同，对省检查系统的政务建设具有积极的推动作用。关键词：SOA架构、网站群落、

10、yandeffectively.Ontheotherhand,therearemanyinformationislandsinagovernmentdepartmentsamongtheagenciesbecauseofthediversityintechnology,datatypeandmanagementwhichmakesthepotrtalsneedscatteredmaintenance,repeatplanning,andrepeatconstruction.Theinformationislandscannotimplementinformationsharingandbusi
11、nesscollaborationeffectivelywhichreducetheefficiencyofgovernmentserviceandwastetheresourcesinmanualandmaterial.TheprojectbuildsaunifiedcontentsupportplatformforgovernmentportalsupportedbySOAarchitecturewhichprovidesthreemainservicesincludingthecreationmanagement,templatemanagement,contentmanagemento
12、fwebsites.Withtheplatform,governmentagencycanintegratetheirinformationresourcesefficiently,constructunifiedstandardanddeploycross-class,cross-regional,inter-departmentCommunityportal.Usingthisplatform,theycanadjustthestyles,servicemodelandcontentsofwebsitesinvariousformsquicklyandeasily.Meantime,the
13、platformcanconnectwithdifferentdepartmentsanddifferentlevelsofinternalorganizationforbusinesscollaborationandsupportsharinginformationandknowledge.Theplatformcouldnotonlyreduceinvestmentandmaintenancecostofgovernmentwebsites,butalsoimprovingthegovernmentdepartmentsservicelevelandworkingefficiency,wh
14、ichwillfurtherpushforwardthecommunicationfunctionofthewebsitesbetweentheGovernmentandthepeople.Thispaperfirstintroducedthedevelopingbackgroundofplatformandreviewedonresearchstatusathomeandabroad.Thentherelatedtechnologywasintroducedbriefly.Afterthat,thedetailsoftheplatform,suchasrequirementanalysis,
15、technicalframework,technicalroute,functiondesignanddatabasedesignweredescriptionofstepbystep.Finally,weproposedtherealizationschemeforthemainmodelofthisplatformsystem.ThedesignedplatformofservicecontenthasalreadybeenoperatedsuccessfullyinprosecutorialofficesystemofShanDongprovince.Theplatformhadstableoperationperformance,andsupportedestablishingthewebsitesandinformationpublishingoftheprovincialprosecutorateanditsbranches.Meanwhile,itenabledtheprosecutoratestocreateeffectivecollaborativerelationshipsbetweendepartments,whichallplayedapositivepromotingroleforthedevelopme
