4、障 BMC员工、施工单位人员的 安全及BMC设备设施的财产安全，特制定本管理规定。The regulation is constituted for enhancing the security management of project un der con struct ion in side BMC, to en sure the safety of BMC employees, con structors and to en sure the security of BMC facilities.2. 适用范围SCOPE2.1本规定适用于BMC所有委托外部施工单位进行的施工工程活动。T
5、he regulati on is applied to all con struct ion projects that BMC con sig ns to subc on tractors.2.2本规定中施工工程含两类：即一类施工、二类施工一类施工范畴：新建、改建(含改造)、扩建、拆除、装饰、装修工程等活 动。二类施工范畴：设施设备的维修维护检测、生产线体改造、办公家具、办公 设备运输安装等活动。The con struct ion work in this procedure in cludes below two kin ds:1st class con structi on work
6、: new con struct ion, recon struct ion (in cludi ng ren ewal),exte nsion, remov ing ,decorati on and other con struct ion activities.2 nd class con struct ion work: facility and equipme nt test and maintenan ce, product ion line ren ewal, fur niture in stalli ng, office equipme nt tran sportati on a
7、nd in stallati on ,etc.3. 职责 RESPONSIBILITY3.1施工单位须遵守有关安全、健康方面的各级各类法律法规及BMC的相关安全管理要求，进行安全施工。The constructor should follow all kinds of security and health regulations and the releva nt security man ageme nt requireme nts by BMC while con struct ing.3.2施工申请部门需对施工全过程的安全进行监督、管理与协调。Con struct ion applic
8、a nt is resp on sible for coordi nat ing and supervis ing to the security con diti on of the whole con struct ion work.3.3 BMC设施服务部负责对特殊类施工工程进行审批。dat/neBMC/MGA is resp on sible for the approval to the con struct ion project.3.4设施服务部/设施部负责临时用电作业的审批，并参与对施工过程的安全 检查与安全验收。MGA/F is resp on sible for the a
9、pproval to the temporary power work and the security check and accept to the con structi on.3.5设施服务部/安全部负责施工安全审批与安全验收，并对施工全过程进行 监督检查，责令整改及执行处罚。MGA/S is resp on sible for releva nt approval of the con struct ion project, and the security check and accept and supervis ing to the con struct ion, requir
10、ing rectification and penalty.4. 工程施工 CONSTRUCTION4.1 施工准备 PREPARATION一类施工需有申请部门工程项目负责人向设施服务部提出施工申请填写BMC施工许可证，获得批准后进入施工准备阶段。stFor the 1 class con struct ion work, con structi on owner should apply to MGA, and enter the preparation stage after approval.BMC全部施工，申请部门工程项目负责人填写 BMC施工申请表，一类施 工单位项目经理签署BMC施
11、工安全备忘声明。For each con structi on in BMC, the con struct ion owner should fill inBMCConstruction Project Register and the project manager should signBMCstCon structi on Security Stateme ntfor 1 con struct ion work.施工单位需指定一名工程安全负责人负责施工现场的安全及消防工作。在进场 前填写BMC施工人员登记表和BMC施工物品登记表，与有关工程的 设计图纸、施工现场的防火安全措施、安全管理
12、制度等一同上报设施服务部/安全部，并按表内要求提供身份证明、特种作业上岗证、特种设备年检合格报告 等复印件。Subcon tractor should appo int one pers on in charge of the security and fireprotect ion work in the con struct ion site. Before en ter ing the site,BMCConstructor Register and BMC Construction Articles Register should be filled in and reports to
13、 MGA/S along with the con struct ion blue pri nt, fire- protectio n measures, security man ageme nt regulati on, the copies of ID certification, special working qualification card and special facility yearly check report by the requirements in the register.施工申请部门工程项目负责人负责施工全过程的协调与跟踪。dat/nePers on ap
14、po in ted by con struct ion owner is in charge of coord in ati on and followi ng the whole con struct ion security work.4.2 开工确认 START WORKING一类施工设施服务部/安全部对BMC施工许可证BMC工程施工申请表 表、BMC施工安全备忘声明、BMC施工人员登记表及BMC施工 物品登记表备案后，为施工人员办理施工证。二类施工设施服务部/安全部对BMC工程施工申请表、BMC施工人员登 记表及BMC施工物品登记表备案后，为施工人员办理施工证。stFor the 1
15、class con struct ion work, after hav ing recordedBMC Con struct ionProject Register,BMC Construction Security Statement ,BMC Constructor Registerand BMC Construction Articles Register ,MGA/S will han dle the con structi on card for con structors.For the 2 nd class construction work, after having recordedBMCConstruction Project Register ,BMC Constructor Register and BMC Construction Articles Register,MGA/S will handle the construction card forcon structors.所有施工人员在接受设施服务部/安全部组织的施工人员安全培训后，方可正式开工
