12、程概况中广核沽源黄盖淖风电场位于河北省沽源县黄盖淖镇附近，黄盖淖镇位于县境西部，距县城34千米。平（定堡）半（拉山）公路过境。镇政府驻黄盖淖村。中广核沽源黄盖淖风电场装机规模为200MW，一次建成，共装设133台单机容量为1500kW的风力发电机组。风电场拟考虑以220kV电压等级接入系统，133台风力发电机组以35kV集电线路汇集至场内新建220kV升压站，出1回220kV线路至已建成的中广核友谊风电场220kV侧，与友谊风电场一起并入电网公司察北站220kV侧。中广核沽源黄盖淖风电场升压站距离中广核友谊风电场升压站约50公里。本风电场新建220kV升压站一座，装机规模为199.5MW。本期
13、升压站主变容量按2100MVA考虑。 拟建场地地基岩土主要海西期侵入花岗岩和太古界红旗营子群斜长角闪片麻岩、斜长角闪岩，场地均匀性良好；场地及周围无不良地质作用，场地稳定性较好，适宜本工程建设。勘察期间在勘探深度内未发现地下水，本场地可不考虑地下水对建筑材料的腐蚀性问题。拟建场地抗震设防烈度为7度，设计地震分组第一组，设计基本地震加速度值为0.10g。拟建场地土类型为中硬土，类场地。设计特征周期值为0.25s。本区标准冻深为2.20-2.30m，最大冻深2.80m。1.2.1工程项目1.2.1工程项目组成本工程由以下项目组成：(1)施工道路、支线道路、基础平台开挖、回填工程、路面工程；(2)3
14、5KV集电线路工程；(3)风力发电机组吊装工程；(4)箱变安装工程；(5)防雷接地工程；(6)风机及箱变基础工程；(7)设备进场道路改造工程;(8)220kV升压站电气设备安装工程;(9)220kV升压站土建工程;(10)220kV升压站装饰装修工程;(11)220kV送出输电线路工程(12)植被恢复（水土保持）工程。以及为完成上述工程所必须的临时工程等。1.2.2合同控制目标1.2.2合同控制目标及监理依据一、监理目标我公司将依据国家有关工程建设现行的法律、法规、行业规范和行业标准，以及本工程合同文件、设计文件对沽源黄盖淖风电场工程建设的质量、进度、投资、安全、环境保护、水土保持等进行有效控
15、制和管理，协助业主确保本工程建设按合同目标顺利进行，切实实现工程建设的质量、进度、投资、安全文明施工、环境保护、水土保持等控制目标。本项目监理服务的目标是对沽源黄盖淖风电场工程进行施工总目标控制，实现本工程项目的投资造价控制目标、进度目标和质量目标，通过项目的风险分析管理、项目目标规划和项目目标的动态控制，使沽源黄盖淖风电场工程项目的实际资金不超过概算资金，实际建设总工期控制在合同计划工期12个月以内，工程质量达到合格并争创优良工程。具体为：投资造价控制目标：实际资金投入不超过概算资金。进度控制目标：实际工期控制在合同工期12个月以内。质量控制目标：保证合格，争创优良。安全管理目标：现场安全文明施工状况良好，实现人身死亡事故“零目标”，确保不发生以下事故：1. 不发生人身死亡及群伤事故；2. 不发生特大、重大、机械设备事故；3. 不发生恶性误操作事故；4. 不发生重大火灾事故；5. 不发生重大的交通责任事故；6. 不发生特大的环境污染事故；环保目标：达到国家有关标准要求。督促承建单位做好对工程建设区域的环境保护，减少对当地生态环境的破坏和影响，达到施工承包合同的有关要求。合同管理目标：严格依据合同，杜绝违反合同事件。信息管理目标：完整、系统、准确，信息处理及时率达100%。协调目标：解决矛盾，避免冲突，保证建设总目标的顺利实现。二、适用法律、法规、规章和监理依据本工程监
