3、cation： 版本 Version：第9次修订：Ninth Modification： 版本 Version：1 目的Objective 为规范本公司生产设备设施的变更管理，消除或减少由于变更而引起的潜在事故隐患，特制定本制度。This system is formulated to standardize the management of the changes in the production equipment and facilities of the Company and eliminate or reduce the potential accident threats c
4、aused by the changes. 2 范围Scope of Application本制度适用于公司生产过程中工艺技术、设备设施等永久性或暂时性的变化。This system applies to the permanent or temporary changes to the technologies, equipment and facilities in the production processes of the Company.3 职责Responsibility3.1 变更申请人负责提出书面变更申请。The applicant for a change is respo
5、nsible for filing a written application.3.2 各部门负责归口部门的变更审核。The responsible units of the various departments are responsible for examining the application.3.3 总经理负责变更的审批。The general manager is responsible for approving the application.3.4 变更的审核部门负责对变更情况进行验收。The department examining the change is resp
6、onsible for accepting the change effected. 4 内容Content 4.1变更分类 Categories of Change(1) 工艺技术变更包括以下内容：changes in technologies include:a.工艺参数的变更；changes in the technical parameters; b.工艺流程及操作条件的重大变更；significant changes in the technical processes and operational conditions;c.工艺设备的改进和变更；improvement and c
7、hanges to the processes and equipment;d.操作规程的变更；changes in the operational procedures; (2)设备设施变更包括以内容：changes in the equipment facilities include:a.设备设施的更新改造；updating and transformation of equipment and facilities;b.安全设施的变更；replacement of the safety facilities;c.工艺设备的改进和变更；improvement and replacemen
8、t of the technical equipment;d.操作规程的变更；changes in the operational procedures; (2)设备设施变更包括以内容：Replacement of the equipment and facilities include: a.设备设施的更新改造；updating and transformation of the equipment and facilities; b.安全设施的变更；replacement of the safety facilities;c.更换与原设备不同的设备或配件；the substitution
9、of equipment or its accessories that are different from the original equipment; d.设备材料代用变更；changes in the equipment and materials used;e.临时的电气设备变更等；changes in the temporary electric equipment, etc.f.监控、测量仪表的变更；changes in the monitoring and measuring instruments;4.2 变更申请人提出变更申请，说明变更及其技术依据，并对变更的风险情况进行
10、分析，变更申请部门负责人签字认可。The applicant for a change shall file the application for the changes, specify the change as well as its technical basis and expound the risk characteristics of the change; the application for the change must be signed and accepted by the responsible person of the department.4.3 申请变
11、更部门将书面变更申请报至变更审核部门，审核部门负责人对变更的情况进行审核。The department applying for a change shall send the application in written form to the department examining the change and the responsible of the examining department shall examine the specifics of the changes.4.4 审核后报至分管副总处，进行变更审批。After being examined, the appli
12、cation shall be sent to the deputy general manager in charge of this field who will than review the application.4.5 变更审批后，变更申请部门组织相关部门进行变更的实施。After being approved, the change-applying department shall organize the relevant departments to effect the change. 4.6 变更实施前，变更的实施部门对变更实施过程进行风险分析，制定控制措施后实施变更。
13、Before the change is effected, the department implementing the change shall analyze the risks involved in the effecting of the change and formulate the relevant control measure. 4.7 变更审核部门对变更的实施结果进行验收。The examining department shall check and accept the result of the implementation of the change. 4.8
14、 变更的制度 System of the Change1）工艺、技术、设备设施的变更的制度 System of the changes to processes, technologies, equipment and facilitiesa. 生产部门的所有员工在日常工作中, 通过检查、了解、学习中发现的任何能够对生产的安全、稳定、高效、节能等有益的改进措施，均可向各自的主管领导提交变更申请。All staff of the production department who, through examination, understanding or study, have discove
15、red any modification helpful to the safety, stability, efficiency and energy conservation of the production of the Company, may file the application for the modification, or change, to their supervisors. b. 相交领导收到变更申请后，应及时将变更申请递交至变更所涉及的部门领导。The relevant supervisor, after receiving the application for the change, shall transfer it to the director of the departments involved promptly.c. 各部门领导收到变更申请后，应组织相关人员对所提事项进行讨论和研究，充分分析变更的可行性性、可靠性与潜在的风险，必要时可进行适当的补充或修改，对于技术上可行、风险上可接受的变更，经生产部经理审核，总经理批准后组织实施。After receiving the application, the director of these depar
