11、控应急预案(试行)1总则1.1总体目标为做好新型冠状病毒疫情防控工作,提高新型冠状病毒的防治水平和应对能力,及时、有效地采取各项防控措施,做到早发现、早报告、早隔离、早治疗新型冠状病毒病例,控制疫情的传播、蔓延,保障广大人民群众的身体健康和生命安全,维护社会的稳定,特制定本预案。1.2工作原则政府领导,部门配合;依法防控,科学应对;预防为主,防治结合;群防群控,分级负责。1.3编制依据中华人民共和国突发事件应对法、中华人民共和国传染病防治法、突发公共卫生事件应急条例、国家突发公共卫生事件应急预案。1.4疫情分级级:本省范围内2地市及以上发现本地新型冠状病毒的实验室确诊病例,并在人群出现新型冠状
12、病毒疫情扩散,属特别重大疫情。级:本省范围内发现输入性确诊病例5例以上;或本地发现新型冠状病毒的实验室确诊病例,并出现新型冠状病毒疫情在人群扩散的趋势,属重大疫情。级:本省范围内发现输入性新型冠状病毒确诊病例,且未出现本地感染病例;属较大疫情。级:本省范围内发现疑似新型冠状病毒病例疫情,属一般疫情。1.5适用范围本预案适用于我省各级卫生行政部门及各级各类医疗卫生机构开展的新型冠状病毒防治应对准备及应急处置工作。2组织管理2.1组织机构各级卫生行政部门在本级政府统一领导下,成立新型冠状病毒防控工作领导小组,统一指挥、协调新型冠状病毒防控工作。各级各类医疗卫生机构实行新型冠状病毒防控工作主要领导负
13、责制、防控工作责任制和责任追究制,明确任务、目标和责任。县级及以上卫生行政部门成立由临床、流行病学、实验室检验、卫生监督与院内感染等相关专业人员组成的新型冠状病毒防控技术专家组。县级及以上医疗卫生机构成立新型冠状病毒疫情应急处置小组,根据职责分工和卫生行政部门指派,负责开展本单位或本地区的新型冠状病毒疫情应急处置工作。农村乡镇(村)和城市社区卫生机构在上级疾控机构和医疗机构的指导下,开展本地区的新型冠状病毒防控工作。2.2职责分工2.2.1卫生行政部门职责(1)各级卫生行政部门在当地政府领导下,负责协调、管理本辖区新型冠状病毒防控工作,制定本地新型冠状病毒应急预案和防控策略,进行社会动员并指导
14、本辖区内做好新型冠状病毒防控工作;组织开展新型冠状病毒专业人员培训和应急演练;确定定点收治医院;组建专家组诊断、指导治疗本辖区内新型冠状病毒病例,为防治工作提供技术支持;开展防控工作的督导检查;做好应急防控物资储备;加强与相关部门的协调与配合,建立部门之间信息沟通和固定联络员制度,形成多部门共同参与的联防联控机制。2.2.2医疗卫生机构职责(1)疾病预防控制中心职责省级疾病预防控制中心负责制订本省疫情应急处置技术方案;评估和预测本省疫情;参与并指导现场流行病学调查及疫情处置;指导新型冠状病毒预防控制工作;负责新型冠状病毒疫情及监测资料的收集、汇总分析、反馈和上报;开展技术培训和健康教育;开展实
15、验室检测工作,并保障实验室生物安全,负责业务人员的培训。地市级疾病预防控制机构负责本地(市)新型冠状病毒疫情及监测资料的收集、汇总分析、反馈和上报,指导地市、县市区新型冠状病毒预防控制和监测工作,开展现场流行病学调查及疫情处置,做好技术培训和健康教育,在条件具备时开展实验室检测工作并保障实验室生物安全,负责县(市、区)业务人员的培训。县、市(区)疾病预防控制机构承担本辖区新型冠状病毒预防控制及监测工作,负责当地疫情及监测资料的收集、汇总分析、上报,开展新型冠状病毒病例的流行病学调查,密切接触者追踪和医学观察,相关标本的采集和运送,指导做好消毒工作和新型冠状病毒疫情现场处置人员的个人防护,开展专
16、业人员培训和健康教育,负责乡村卫生人员的培训。(2)医疗机构职责县级及以上医疗机构负责新型冠状病毒医学观察病例、疑似病例的筛查与报告,负责病人的诊断、转运、隔离治疗、医院内感染控制,配合疾病预防控制机构开展流行病学调查及标本采集工作,负责本机构内有关人员的培训工作。乡镇(村)和社区卫生机构以及其它各类医疗机构发现发热、咳嗽、呼吸急促和呼吸困难等急性重症呼吸道感染症状表现的病例,在上级部门的指导下开展新型冠状病毒防控工作。(3)卫生监督机构职责负责对本辖区医疗卫生机构的预检分诊、消毒、疫情报告及预防控制等工作的卫生监督和执法稽查。3病例诊断和疫情发布3.1病例诊断省内首例新型冠状病毒病例由卫生部专家组诊断确认,此后发生的病例由省级卫生行政部门组织专家组诊断确认,同时上报卫生部。省级卫生行政部门在接到辖区内新型冠状病毒疑似病例报告后,应在2小时内派出专家组进行
