Source of Funds2.1 The Peoples Republic of China has applied for a loanandcreditfrom the World Bank (hereinafterreferredto as the IFI)towardsthecostof _Project,andintends
8、toapplyaportionoftheproceedsoftheloan andcredittoeligiblepaymentsundertheContractforwhichthese documents are issued. Payment by the IFI will bemadeonlyatthe request ofthe Chinese Governmentand uponapproval bythe IFIand willbesubject in all respects to the terms and conditions of the Loan Agreement.N
9、o party other than the Peoples Republic of China shall derive any rightsfrom the Loan Agreementor have any claim to the loan proceeds.2.2 Payment from the proceeds of the World Bank Loan willbelimitedto goods produced in, and servicessuppliedfrom,Switzerlandandthemember countries of the World Bank w
10、hich havecommercialrelations withChina.2.3 All costs not met by the IFI Loan will bepaidbytheEmployerfrom funds allocated by the Government of China.3. Eligibility and Qualification Requirements3.1 This tender is open to all pre-qualified tenderersfromeligiblesource countries as defined under the Gu
11、idelines for Procurement ofthe world Bank.3.2 All goods and services to be supplied underthisContractshallhave theiroriginin eligiblesource countries, and all expendituresmade underthe Contractwillbelimited to such goods and services.3.3 The origin of goods and services is distinct from thenationali
12、tyof the tenderer.3.4 To beeligibleforawardofcontract,tenderers shallhaveprovided evidence satisfactory to the Employer of their eligibilityunder clause 3.1 above, and of theircapabilityandadequacyofresourcestoeffectivelycarry out the Contract.
