1、我国地方政府公共政策执行力提升对策研究 湘潭大学 硕士学位论文 我国地方政府公共政策执行力提升对策研究 姓名：姜宁燕 申请学位级别：硕士 专业：公共管理 指导教师：宁国良 20081012 摘 要 执行力是当前企业关注的焦点，被认为是企业竞争力的核心，是把企业战略、 规划转化成为效益、成果的关键, 而执行力在政府体制中也具有同等效力。温家 宝总理在2006 年政府工作报告中提出：“建立健全行政问责制，提高政府执 行力和公信力。”这是“执行力”概念第一次被写进政府工作报告,它标志着 强化政府执行力将成为今后政府改革的主要内容。近年来，地方政府政策执行力 问题成为政界与学界研究的热点和难点，对其进
2、行研究具有重要的理论价值和实 践意义。 公共政策执行力是公共管理领域的新概念，作为衡量政策运行质量的重要指 标，其影响因素是多方面的，其培育和提升也是渐进的。当前我国各级地方政府 由于体制机制等多方面原因，执行力薄弱的问题较为突出。本文尝试将企业管理 理论、公共政策理论和政府管理实践相结合，从概念解析出发，对公共政策执行 力的内涵、特点、影响因素及提升路径进行探讨。 本文首先就地方政府政策执行力的基本概念做了诠释，分析了我国地方政府 公共政策执行力的历史沿革和现状；分析出影响公共政策执行力的原因为：政策 执行体制的缺陷；公共政策本身质量不高；政策执行主体素质不高；政策对象的 阻力；政策执行环境
3、的干扰；地方政府行政行为中的地方保护主义等，并提出了 提升政策执行力的路径选择为：深化行政管理体制改革；创建高绩效的法治政府； 完善利益均衡机制；提高执行主体和政策对象的素质；完善考评机制。最后结合 永州市计划生育政策的执行进行实证分析，以期丰富政府执行理论，提升实践执 行效力。 关键词：地方政府；执行力；政策执行力；对策 I Abstract Executive force is the focus which the enterprise most concerns, and is considered to be the core competitiveness of enterpris
4、es. It is the key to the corporate strategy, plan into efficiency and outcome, and it also has the same effect in the system of government. Premier Wen Jiabao in 2006 Government Work Report: establish a sound administrative accountability mechanism; improve the implementation and credibility of the
5、Government.” This is the first time that the concept of execution was included in the Government Work Report, which marks the Government to strengthen the implementation capacity in the future will be the main subject of government reforming. In recent years, the problem of the local government exec
6、utive force of policy has become a hot point and difficulty in academic research and study. so it has important theoretical value and practical significance. Execution of public policies in the field of public administration is a new concept, as an important indicator to measure the quality of the p
7、olicy and there is a wide range of factors have impact on it. The process to cultivate and enhance such force is progressive. Because of the institutional mechanisms, and many other reasons at all levels of Chinas local governments, the issue of the weak implementation of the force becomes more prom
8、inence. This paper will attempt to combine enterprise management theory, theory of public policy and government practice and form the point view of the concept to have an insight to the connotations, characteristics of execution of public policy, and the factors that influence and the path to improv

First ,this article has studied the interpretation of implementation of the policy of force for local government and analysis the prevailing issues of Chinas local governments ,including: Implementation of the policy system defects; public policy itself is not high quality; implementation of the
10、policies of the main quality is not high; policy targeting resistance; interfere with the implementation of environmental policies; local government administrative behavior of local protectionism, and so on. And the implementation of policies to enhance the ability to choose the path: Deepen the ref
11、orm of the administrative system; create high-performance government of the rule of law; perfect balance mechanism; and policies to improve the implementation II of the main targets of the quality; improve the mechanism for evaluation. Finally, Yongzhou family planning policy implementation, analysi
12、s of the evidence in order to enrich the implementation of the theory of the Government to enhance the effectiveness of the implementation of the practice.
