13、制了本次工程的施工组织设计，详细阐述了施工中的工程质量目标及检查和检验方法、材料和设备的进场时间、进度计划和实施、现场实验、施工安全保护及文明施工措施等。本工程施工时间紧，短期内施工工程量较大，质量及安全文明施工要求高，我公司特制定了行之有效的工程项目动态管理措施，进一步编制施工图预算并针对各施工部位正确进行人工费、材料费、机构费的分解，从而编制具体、详细的施工进度计划，同时根据进度计划提出各种原材料、半成品、劳动力、机具设备等资源要求计划表及资金投入计划表，报建设方调查、评定，并落实进场。 我公司在溧阳市环境卫生管理处垃圾填埋场防渗膜工程施工中，将对“优秀、高效、安全、文明”的宗旨， 本着对
14、业主高度负责的态度，确保在50个日历天内完成该工程，使该工程质量等级达到合格标准。在施工中，服从建设单位、设计及监理工程师的管理，从严控制工程质量、认真做好安全文明施工，达到“溧阳市安全文明工地”标准。同时，在施工中同业主单位开展“增收节支、开源节流”活动，提出更多合理化建议，力争“少花钱、办实事”，将业主投资的每一分钱落到实处，在达到有效控制投资的目的，更好更快地交给业主满意的精品工程。1.1 工程质量目标公司将在溧阳市环境卫生管理处垃圾填埋场防渗膜工程施工中，建立、健全完善的质量保证体系和组织措施，通过项目程序化管理和规范化施工，对施工过程和施工质量进行全程监控，确保最终施工质量达到合格标
15、准。1.2 工程安全目标公司将在溧阳市环境卫生管理处垃圾填埋场防渗膜工程施工中，坚持“安全第一，预防为主”的方针，认真进行安全技术交底，施工班组每日班前召开安全快会，项目部每日班前召开安全快会，项目部每周召开一次安全例会，并作好记录。教育工人正确使用“三宝”、“四口”及危险处悬挂安全警示牌，现场配电采用三相五线制，使用TN-S系统，做到“三级配电，二级保护”。同时施工现场认真落实以岗位责任制为中心的安全制度，建立、健全 安全保证体系，搞好安全生产，确保整个施工过程为“零伤亡、零事故”的安全目标。1.3 施工进度控制计划工期为50个日历天（含人员、设备、材料进场和现场工艺试验）。本工程施工时间紧，短期间施工工程量较大，需要合理安排进度，建立高效、协调、机动的管理体系，科学地调配人力、物力和财力等资源，并结合资源配置计划，进行流水作业，做好工序撒拉和监管工作，最大限度地缩短施工工期。同时在加强预测和决策的基础上，编制施工项目的滚动计划，采用网络计划的形式并组织流水作业，跟踪检查进度计划执行情况，发现偏差，及时分析原因并及时对计划进行相应调整，确保实现项目工期。1.4 创建安全文明“达标工地”为降低施工中对周围环境污染和减少扰民噪音，达到设计和业主要求，我公司将从施工方案、施工工艺、施工现场管理等诸多方面入和，狠抓现场施工，达到“溧阳市级安全文明工地的标准”。环境保护：加强对施工现
