1、word某某省简阳市石钟镇总体规划设计总说明：石钟镇地处简阳市东北部，距简城河东新区 9公里。东邻平武镇、青龙镇、东溪镇，南与石桥镇隔河相望，西靠平窝乡，北连三星镇。属于亚热带湿润季风气候，雨量充沛，风景秀美，气候宜人，年平均温度为17。生态环境良好，土地资源丰富，主要生产水稻、玉米、小麦等。本设计项目是受简阳市石钟镇人民政府委托，以简阳市城镇体系规划20002020为指导，规划镇域X围45.68平方公里，16个村，176个村民小组，总耕地面积33065亩，镇区X围约25.58公顷，常住人口2500人。本设计规划原如此为1统筹城乡一体推行，打破城乡二元结构，综合考虑镇土地资源利用，优化城乡资源
2、配置，促进镇乡村协调开展。2经济社会环境协调，从可持续开展的角度出发，解决好开展与保护的冲突，降低开发建设对自然生态的破坏和消耗，强调建设生态化的、可持续开展的新型镇，突出“以人为本的理念，科学的利用土地资源，即有利于在现有经济条件下做到迅速的起飞，也有利于给未来开展预留足够的开展空间。3合理调整用地结构，明确功能分区，创造与其区位特色相适应的城镇结构和城镇形态。本设计规划指导思想是全面贯彻落实科学开展观，按照实事求是、立足当前、兼顾长远的要求，充分考虑石钟镇实际开展现状和资源环境承载力，合理确定镇区开展目标和战略，节约和集约利用资源，以人居镇、休闲旅游镇为镇区开展目标，积极开展农业，同时切实
3、改善镇区居住条件，建设一个城乡协调开展、充满活力的小城镇。为加强新农村建设，实现城乡一体化目标，提高公共服务水平，在对石钟镇域X围的公共建筑分析后进展了重新配置。由于石钟镇城镇化水平处于城镇化进程的起步阶段，城镇化速度缓慢，预测2030年城镇化水平达到30%40%之间，所以规划2030年镇区人口规模为12000人。规划将石钟镇域空间大体分为建设区、控制建设区和禁止建设区三大类型区域，通过制定相应开展策略，合理利用空间资源和土地资源，实现经济和社会的持续协调开展。石钟镇镇区现状格局较为单一，镇区主要街道为南北向和东西向的两条镇区道路。道路多为水泥路，道路质量较好。居住用地分布在道路两侧，公共建筑
4、主要沿现状镇区道路两侧布置，主要为底商的形式。在对镇区现状进展分析后总结了镇区现状存在的问题：镇区用地布局形态不合理，夹道开展严重，缺乏纵深开展；各类用地布局混杂，功能分区不明显，居住和市场、商贸等混合布局；道路形式单一，没有形成完整的道路网系统；各类用地主要沿道路两侧建设，镇内没有大块公共绿地；道路形式单一，各类管线混乱布置，无污水处理设施。根据镇区开展状况、自身条件和现状特点，镇区性质确定为：简阳市近郊区的休闲旅游、商贸居住的特色小城镇。由于石钟镇镇区受地形地貌限制，故近期考虑结合现状镇区周围逐步往九义学村方向开展，同时在规划区北部，结合沱江，规划建设一定的产业。远期考虑利用现有建成区与近
5、期建设区的辐射，扩大镇区规模，镇区主要向南拓展，形成集旅游、休闲、居住为一体的小城镇。综合分析各种因素，根据现状用地条件制约，确定石钟镇镇区建设用地开展方向为：依托现状镇区，向南、东北开展，集行政、文化、商贸、居住、旅游为一体的综合性特色小城镇。建设用地X围总面积约118.12公顷。规划依据：中华人民某某国城乡规划法2008年1月1日、建设部城市规划编制方法2006年4月1日、建设部城市规划编制方法实施细如此1995年6月8日、镇规划标准GB50188-2007、某某省城乡规划条例2011年9月29日、历史文化名城保护规XGB50357-2005、简阳市城市总体规划19992020、简阳市土地
