12、e国家对失独的父母政策国家对失独的父母最新政策 国家对失独家庭的待遇（补助标准）“如果我们不解决好这个问题，就是对人民的不负责任。”7月16日，国家计生委原巡视员、中国人口福利基金会原理事长苗霞如是说。这段铿锵有力的话，反复被媒体在报道中援引。 2007年8月，中国出台了一项特别扶助制度，也叫独生子女伤残死亡家庭扶助制度，当年在全国10个省市试点，并于此后向全国推行。但当时补助的曜急冉系停咳嗣磕晡1200元。 近年来，“失独家庭”开始逐渐得到社会各界的关注。中国多地政府也在探索逐步加大对“失独家庭”的扶助力度。 重庆市作为中国首批特别扶助制度试点地，率先出台了“失独家庭”特别扶助金制度。目前，
13、独生子女死亡家庭父母每人每年可得到3120元扶助金，独生子女残疾家庭父母则为2760元。国家对失独的父母最新政策 国家对失独家庭的待遇（补助标准） 北京市政府透露，未来三年，将通过“暖心计划”，每年为每位失独父母出资2800元，购买涵盖养老、医疗、意外、人寿、女性安康等险种在内的综合性保险。该方案最快今年年内就将实施。 在深圳，“失独”家庭每月最高可领取政府补助770元。 2001年12月份出台的中国计划生育条例第27条规定：独生子女发生意外伤残、死亡，其父母不再生育和收养子女的，地方人民政府应当给予必要的帮助。但对于这个“必要的帮助”究竟是什么样的标准且如何实施并没有明确说明。2007年，人
14、口计生委、财政部联合发出通知，决定从当年开始，在全国开展独生子女伤残死亡家庭扶助制度试点工作。根据这一通知，独生子女伤残死亡后未再生育或合法收养子女的夫妻，符合相应条件的，由政府给予每人每月不低于80元和100元的扶助金，直至亡故为止。随后，各地制定不同的扶助实施标准。宁波从2008年开始对这一群体进行补助，规定每人每月补助150元，待满60周岁以后，享受城镇职工社会养老保险金的对象仍发给每人每月150元，其他对象扶助标准提高到每人每月360元。在北京，这项补贴自2008年开始发放，数额为每人每月200元，直至亡故。此外，根据北京各区县情况，独生女子亡故后，女方年满55周岁，男方年满60周岁，
15、可一次性领取5000元到10000元不等的补贴。2012年起，郑州符合条件的失独者扶助金，从100元调整到270元。1杭州失独家庭关怀政策1、鼓励失独家庭再生育或领养。对于有再生育意愿和能力的失独家庭，计生部门要及时告知相关政策，提供各种优质服务。对有领养意愿的失独家庭，民政部门要优先提供收养机会，并提供相关便捷服务。2、适度提高失独家庭的特别扶助金标准。考虑到经济发展、物价上涨等因素，建议特别扶助金标准可由现行的每人每月200元提高到300400元，并实行全市统一标准。3、高度重视少数民族失独老人的养老问题。建议出台相关规定，对失独老人要求入住养老机构的，各类养老机构特别是公办养老机构要给予
16、优先入住。对选择居家养老的失独老人，民政部门要确保他们优先进入政府购买居家养老服务评估范围，并通过发放家政服务券形式，提供完善的居家养老服务。4、加强对失独家庭的心理疏导工作。以社区为平台，组织或引导社会力量、社会组织和志愿者等关心关爱失独家庭，给予科学的心理干预，加强心理疏导服务。3河北省失独家庭政策5000多“失独”等计生特殊家庭一次性救助金，年满49周岁的独生子女死亡、三级以上残疾家庭的父母每人每月市县两级财政给予生活补贴不低于150元。到法定退休年龄独生子女死亡的父母每人每月不低于600元。到达退休年龄独生子女三级残疾家庭的父母每人每月不低于200元。到达退休年龄独生子女二级以上残疾家庭的父母每人每月不低于400元等。发生独生子女死亡或重大残疾的，由市、县级财政给予15000元一次性救助金。石家庄失独家庭每月每人635元，全年7620元。各项补助加起来，失独家庭父母达到退休年龄后仅是从政府领取的补助金每年每人约有8000元，不少县区达到
