11、cadres in enterprise development in the石棉保温层整改施工方案一、石棉的特点及其危害 石棉是一类特殊的具有纤维结构、且能分解为细纤维的矿物。从化学成分来看，石棉是二氧化硅、氧化镁、氧化钙（铁或铝）和结晶水等组成的硅酸盐，主要有两大类：蛇纹石类（温石棉）和角闪石类（青石棉、铁石棉等）。温石棉是全世界产量最高的一种，占93。温石棉纤维长、柔软和有弹性，角闪石石棉纤维粗糙、挺直和坚硬。石棉纤维一般长几个m至5mm，直径1060m，最细的在03m以下。石棉具有多种物理、化学特性，所以它广泛地用于建筑、机械、石油、化工、冶金、电力、交通等现代工业中。随着工业的不断发
12、展，石棉的应用领域不断扩大，它与金属、陶瓷纤维、石墨、玻璃纤维等制成各种复合材料，还可用于航空航天工业。石棉也是国际公认的一级致癌物，极其微小的石棉纤维飞散到空中，不但污染环境，而且非常容易被吸入人体，石棉纤维可多年积聚在人体内，附着并沉积在肺部，可能造成肺癌等疾病，形成石棉肺。石棉肺患者易并发呼吸道感染、自发性气胸、肺源性心脏病等。且长期接融石棉的作业人员的肺癌发病率较一般人群高210倍。目前，国际上禁止使用含石棉材料的国家越来越多，我国从2003年已明确规定在化妆品行业禁止使用各类含有石棉成分的材料添加剂。随着技术和文明的进步，在这方面的限制将会越来越多。二、工程概况南京东方化工有限公司是
13、一大型高度化连续生产的化工企业，建厂已有二十五多的历史，许多保温管线和设备在当年并没有被禁止使用的情况了，使用了含有石棉成分的保温材料。这部分管线和设备上的保温材料使用时间长，外观上已开始锈蚀，明显老化破损。所以通过对石棉保温材料的治理，一可消除石棉对环境和人员可能造成的危害，二是改善了环境，减少了可能造成的热损失，有利于更好地提高化工生产的效率。石棉整改的范围涵盖整个工厂，所有工厂内的管线与设备保温的部分，只要是疑拟石棉，均在整改拆除更换范围。届时，按照工厂的计划并结合二条线的建设进度，拟从动力车间开始，2011年完成动力和硫胺两个车间，包括对动力车间已停止使用的两台锅炉的所有管线和设备的外
14、保温疑似石棉的拆除。2012年以后开始六、七单元的疑拟石棉保温层的拆除，完成以后再进行五单元及其它收尾的石棉保温拆除工作。所有拆除工作由工厂专门成立的石棉整改领导小组和各个车间的专职责任人员负责组织和管理，按照划定的范围，规定的程序和方法，确保工厂生产的安全和人员不受伤害的情况下将这项工作有条不紊的进行下去。南京九尚，作为石棉整改的施工单位，好成立了专门领导班子，负责组织管理好整个施工过程。为保证整个疑拟石棉整改工作的顺利进行，特编制本施工方案。三、编制依据 1、GBZ/T1932007石棉作业职业卫生管理规定2、GB162981996大气污染物综合排放标准3、JBJ1302011扣件式脚手架
15、搭设施工方案4、DGJ32/J1212011悬挑式脚手架施工方案5、A.E公司培训教材及现场施工的基本要求6、东方公司关于安全施工的各项规定四、施工基本要求与基本方法一）对环境的基本要求：1、按规范搭设脚手架，并采用全封闭的方法与周围环境相隔离，未经检查合格的脚手架不得正式使用。2、围档所用的彩条布应为一次性使用材料，否则应按以下方法进行处理：用吸尘器吸除干净其表面所沾的石棉粉尘，或向内卷起送至石棉场用水洗干净晒干后再可二次使用。3、配有专用水桶和洒水壶，以湿法从事疑似石棉保温层拆除的操作，轻拿轻放，减少石棉纤维的产生，降低石棉粉尘对环境的污染。4、拆除后的疑似石棉保温棉，随时打包封扎并清运至
16、规定的固化场所，不得有遗忘或散落，以防发生对环境的二次污染。5、疑似石棉操作现场，有明显的警示标识和监护人，谨防闲杂人等误入操作现场。二）对作业人员的基本要求：1、所有作业人员进行石棉作业必须经过专门培训，否则不能参加石棉作业整改的施工。2、作业人员开始作业时，首先进入独立的更衣室，脱掉一般作业工作服，将其放至清洁存衣柜，换上专用PPE。3、专用PPE包括：防石棉工作服，防石棉口罩，防护眼镜，防护鞋罩等。4、穿戴好专用PPE后，经过与作业面相通的通道进入石棉作业区，方可开始正式作业。5、石棉作业结束以后，作业人员经过通道进入更衣室，首先用吸尘器清理全身表面的粉尘或其他污物，然后反脱防石棉所穿的PPE，并按石棉处理程序处理，不得重复再用。6、换上普通工作服，并对更衣室进行打扫，清理，符合第二天服务业的条件后，方可结束当天的工作。三）对石棉拆除作业的基本要
