11、ting, the way we take surveys solicited a views, combed, related to team building芜太公路高淳段养护改善工程（K18+000-K34+500）C2标合同段 开工报告 南京市路桥工程联合总公司2003年1月20日 施工组织设计 一、 工程概况芜太公路(当高大桥河定桥)路面工程C2标段起迄桩号为K18+000K34+500，全长16.50KM，路面宽14M，路基宽17M，二级公路，主要工程量为：二灰碎石46661M3，沥青下封层247059 M2，3CM厚沥青砼上面层（AC-13I）244.42M3，4CM厚沥青砼上面
12、层（AC-16I）9209.07M3，5CM厚沥青砼下面层（AC-16I）602.96M3，6CM厚沥青砼下面层（AC-20I）13813.61M3，玻纤格栅5400 M2。 沥青砼上面层石料采用玄武岩，下面层石料为石灰岩；上面层沥青采用韩国AH-70#；下面层沥青采用国产江阴AH-70#；沥青下封层采用PC-2或PA-2型慢裂乳化沥青。二、工程施工特点 本段线路较长（全长16.5KM），中间约1.5KM属老路拓宽改造，15KM是新建道路，技术标准要求高，考虑到本工程工程量较大，工期紧、任务重，我们将投入较多的机械力量和技术力量，必要时加班加点，同时加大安全力度，包括加大总公司安全人员、安全设
13、施的投入，在施工过程中，如果发现人员或设备力量不足，我们将随时增加投入。三、现场安排1、 项目经理部(包括中心试验室)的设置项目经理部租设在K30+000附近，办公区和生活区分开，并用木牌置栏告示公司简介，生活区、办公区平面布置图等，办公室设置空调、电扇等必要的办公用品，各级人员职责上墙，工程管理组办公室描绘晴雨表、工程进度表等。中心试验室设在项目经理部内方便仪器设备出入的地方，中心试验室旁设养护室(20M2)，配有专用空调。中心试验室所有检测仪器使用前都应经过校核，并具有质检部门颁发的年检证书。试验人员具有上岗证，试验工程师、试验员岗位职责，试验操作规程、规章制度上墙。为便于联系和管理，项目
14、分部设在项目经理部附近，主要是各施工队机械操作手、辅助民工居住。项目分部设机械维修点，配备5名固定的机械维修人员，进行机械日常维修保养，一旦有机械出现重大故障，立即送总公司修理，总公司另调机械置换。2、 拌和场二灰碎石设在K30+000附近，拌合厂设备齐全、优良，技术力量雄厚，提前备足规格材料。四、人员安排1、 人员的动员和进场我公司在2000年通过了ISO9002国际质量体系认证，在编制的质量手册中，对于人员的动员周期和动员方法有详细的规定：我们在接到中标通知书后，立即(一天内)由总经理组织项目经理、技术主管等项目经理部全体人员召开动员大会，明确各类人员分工及职责，并布置前期准备工作；三天内
15、确定项目经理部位置，并安排好项目经理部住所，所有管理、技术人员在三天内进住现场。2、 项目经理部组织结构图项目经理技术主管综合办公组机料安全组财务组工程管理组技术计量组质检组试验组施工队说明：岗位职称或工种人员名单项目经理邹良发技术主管王立伟综合组王强机料安全组徐士磊、李志刚财务组徐小萍工程管理组徐士磊技术计量组陆守振质检组周欣试验组李宜虎施工队白小静机械操作手18人辅助民工35人 3、项目经理部各级职责(一) 项目经理(1) 认真贯彻国家和上级有关部门的方针、政策、法规以及公司制定的各项规章制度，服从指挥部(建设单位)和监理工程师的管理，接受质量监督部门的检查，确保工程任务保质保量的完成。(2) 负责履行建设单位的工程承包合同，承担目标责任，执行质量方针，严格控制质量标准，实现质量目标，制度项目质量保证计划，全面负责工程项目的管理。(3) 项目经理部的组织机构，组织制定各工作岗位职责、权限，建立内部管理的规章制度。(4) 根据工程实际情况定期召开工地列会，对工程施工中出现的各种问题及时进行协调合解决。对不合格项目及不合格品，及时提出纠正措施，并向监理组、指挥部反馈各种信息。(5) 督促检查各部门人员做好生产过程的原始记录，保证资料的完整性、准确
