3、taken full advantage of. In this article, the author chose a second-tier city in China as a object of study. They gave out enough questionares to make a survey, which was the data sources used to analyze. According to the consequence of the analysis, they gave some advice about how to expand the shutter bus in second-tier city to improve the position and function of public transport， which has a positive effect on the traffice jam in the center of city in a large part.
