12、故防范意识。2、培养学生的安全意识和自我防范能力,提高学生的综合素质,有效防止校园安全事故的发生，确保教育教学工作顺利进行和师生人身安全。3、加强校园安全的人防、物防、技防措施，做到校园无责任伤亡事故、无盗窃事故、无暴力事故、无中毒事故、无交通等事故的发生。二、学校安全工作责任要求1、建立健全学校安全教育工作机制。坚持“安全第一、预防为主”的工作方针，牢固树立“安全责任重于泰山”的岗位责任意识。以学(区)校为单位，建立学校（区）安全教育工作领导小组，校长为学校安全教育工作的第一责任人，由学(区)校校长负责，实行属校(区)管理，确定专人负责本校安全教育工作。学校（区）安全教育工作领导小组每月研究
13、一次学校（区）安全教育工作，每季度总结一次学校（区）安全教育工作，并及时将总结报告上报教育局党组办公室（全年四次）。2、建立健全安全管理制度。学校结合本校实际，制定安全管理制度，落实管理人员,每年度签定安全管理责任书一次，明确工作责任,将落实责任书工作要求纳入教职工业绩考核。3、加大安全经费投入，加强对校舍、仪器室、实验室、学生宿舍、食堂、大门（围墙）、厕所、用水设施、电器设备及线路等重点设施、器械的安全管理，建立安全管理责任制，定期对这些设施、器械的安全状况进行检查、检修,认真做好这些部位的防火、防盗、防毒、防暴、防突发性灾害事故的发生。4、学校建立重大突发安全事故紧急救援预案（上报教育局党
14、组办公室备案）。5、加强安全教育、法制教育，规范学生的日常行为。学校定期（至少每月一次）对师生进行安全教育、法制教育，并举行形式多样的安全和法制教育讲座活动；充分利用广播、电视、板报、墙报等宣传工具，宣传交通安全、消防安全、饮食卫生、社会治安管理等常识。各校校长认真坚持进行每周国旗下讲话制度，坚持对学生进行校纪校规教育和行为规范教育。分管安全的校领导、年级主任要定期对学生进行安全教育，班主任每天清查学生到校情况，认真开好每周班会，并做好安全工作记录。团组织和少先队认真搞好组织教育活动。学校全体教职工都要教育和引导学生模范遵守中小学生日常行为规范和中小学安全须知，从小培养“远离毒品，关爱未来”，
15、“珍惜生命，健康成长”的安全意识和自我保护自我救助的能力。 6、学校认真做好学生之间、教师之间矛盾化解工作，严防学生之间打架斗殴，禁止学生携带管制刀具上学。 7、学校实行校园矛盾纠纷排查领导包案责任制，千方百计地把矛盾和问题化解在学校内部、化解在萌芽状态，决不造成上访。造成上访的将在年终考核中扣分。8、学校切实认真做好校内外寄宿生的安全管理工作，建立和实行寄宿生安全管理责任制，每学期修订并签定寄宿生安全管理协议书一次。9、学校建立校舍定期勘察、鉴定工作制度。对威胁师生安全的危房，必须及时加固维修或拆除，排除隐患，消除危险。对学校自身无法解决的安全问题，必须及时书面报告教育局或乡政府请求解决。同
