With the implement for four years, it effectively addressed the problems that rural family fell into poverty or returned to poverty caused by illness, which made it the main system measure in building the new socialist countryside and to coordinate urban and rural development. In the implementation and promotion process of new rural cooperative medical-care system, we must ponder over two points in depth: I. How to strengthen the rationality and availability, thus to establish the medical security system beneficial to all the farmers. II. How to make it sustainable and then to establish a long effect mechanism to ensure farmers' health. The above two points constitute the main body of this article. This Paper inquired into the character of cooperative medical care and believed that it was a kind of system arrangement combining with community cooperation, social insurance and mutual help aid. It also reviewed the development of cooperative medical care and pointed out, from the perspective of system economics that the traditional cooperative medical care appeared to be uneven because of the function of internal contradiction sharpening and external environment changes and then heads for the disintegration. On this basis, a detailed summary was made to distinct between the new type rural cooperative medical-care and the traditional including the government responsibility, orchestration layer, security level and managing system. In addition, the paper analysis the system factors objectively that affected the sustainable development of the cooperative medical care and the problems in our present system. Finally, the paper draw on the experience of establishing and developing of foreign rural area medical care system, put forward to suggestions which contribute to the sustainable development of new rural medical-care system from three aspects, and pointed out that the most important ones should be to establish一fund mechanism, reasonable compensation mechanism, scientific management mechanism and effective balance mechanism.
