1、ATA单证册制度简介 ATA单证册是一份国际通用的海关文件，它是世界海关组织为暂 准进口货物而专门创设的。世界海关组织于1961年通过了关于货 物暂准进口的ATA单证册海关公约，其后，又于1990年通过了货 物暂准进口公约，从而建立并完善了ATA单证册制度。截至到目 前，已有62个国家和地区实施了ATA单证册制度，75个国家和地区接 受ATA单证册，每年凭ATA单证册通关的货物总值超过了120亿美元。 ATA单证册已经成为暂准进口货物使用的最重要的海关文件。 ATA单证册制度为暂准进出口货物建立了世界统一的通关手续， 使暂准进口货物可以凭ATA单证册，在各国海关享受免税进口和免予 填写国内报关
2、文件等通关便利，因此，ATA单证册又被国际经贸界称 之为货物护照和货物免税通关证。ATA单证册制度的确立，有助于促 进产业专门化、工业现代化，加快国际间的信息和技术交流，加强 世界各民族间文化的认知和融合，促进各国政府和民间的交往与合 作。在国际商务活动中，凭借便利的货物临时进出口手续，外贸公 司、企业可以建立和巩固与外国商业伙伴的合作，增强产品在国际 市场上的影响，以利在全球贸易竞争中占据主动地位。 ATA由法文Admission Temporaire与英文Temporary Admission 的首字母组成，表示暂准进口，从其字面可知，使用ATA单证册的货 物有别于普通进出口货物，这类货物
3、在国际间流转时，其所有权不 发生转移。 ATA单证册的签发和担保由各国担保商会负责，每个国家只能有 一个担保商会，担保商会有权指定多个国内出证机构，并对下属出 证机构签发的ATA单证册承担担保责任。国际商会国际局负责对世界 范围内ATA单证册制度进行日常管理。 我国于1993年加入了关于货物暂准进口的ATA单证册海关公 约、货物暂准进口公约和展览会和交易会公约。自1998 年1月起，我国开始实施ATA单证册制度。经国务院批准、海关总署授权，中国国际贸易促进委员会/中国国际商会是我国ATA单证册的 出证和担保商会。负责我国ATA单证册的签发和担保工作。ATA单证册 去一个国家使用的ATA单证册中
4、包括绿色的封面和封底、黄色 和白色存根联、黄色的出口和复进口报关单，白色的进口和复出 口报关单各一张，如需过境还包括两张蓝色的过境报关单，因此， 一份ATA单证册至少应由6张彩色报关单组成。如果货物拟去更多 国家使用，彩色单的数目相应增加。 如外国进口地或进境地海关以货物的复出口或复出境期限加以 限制，此时货物必须在该期限前复出口或复出境，否则将会引起外 国海关的索赔。 ATA公约各成员国担保协会联系方式亚洲 中国香港 Hong Kong General Chamber of Commerce 23/F Silvercorp International Tower, 707-713 Natha
