4、法规体系，建立健全养老保险制度8总结9参考文献10致谢11浅析我国养老保险体系的完善蔡润伟（福建农林大学东方学院金融学专业2016届）摘要：养老保险主要是指国家依据相关法律法规规定，为了解决劳动者在达到国家规 定的解除劳动义务的劳动年龄界限或因年老丧失劳动能力而退出劳动岗位后而建立的 一种保障其基本生活的社会保险制度。主要是以社会保险为手段来保障老年人的基本生 活要求，提供稳定可靠的生活来源。进入21世纪以来，中国经济迅猛发展，大大提升 国家在国际上的地位，很大程度上改变国家形象，在社会现代化和建立与发展市场经济 的过程中基木完成社会保障覆盖，将大部分老年人纳入社会保障体系，解决老年人经济 保
5、障的问题。但是在发展进程和不断完善的体系脚步的同时，中国社会特别是起步较晚 的养老保险体系存在很多社会问题。我国的老龄化现象越来越明显，社会保障覆盖还不 够全面，不同群体收入差异等社会问题的出现表明中国养老保险体系与经济水平的提 高，城市化进程不断加快和中国基本国情密切相关。诸多有关社会养老保险问题的出现 反映出我国的养老保睑体系的不完善。从社会角度剖析我国养老保险的概念、内涵及其 特点，总结养老保险体系对中国经济社会的作用，并对中国未来养老保险体系进行了探 索，借鉴日本的养老保险制度的经验及发达国家保险制度发展较为稳定为例，提出适合 我国社会主义发展的扩大养老保险的覆盖面，适当延长退休年龄政

15、lem;System perfect引言完善养老保险体系，作为发达国家还是发展中国家在发展经济和社会发展中总能遇 到的问题。而且，世界各国在发展的同时也面临着养老保险体系改革的困难。为了更好 适应本国国情而进行改革，使得养老保险体系不再成为历史难题。世界各国没有停止改 革的脚步，其中包括发展中国家的中国。进入21世纪以来，中国经济迅猛发展，大大 提升国家在国际上的地位，也在发达国家和发展中国家间展现不一样的国家形象。现在 的中国老龄化现象呈现明显趋势。中国的老龄化现象与经济水平的提高，城市化进程不 断加快和中国基本国情密切相关。不仅仅是人口老龄化，我国特色社会主义制度下，特 殊的国情、诸多有关
16、老龄化和社会养老问题的出现反映岀我国的养老保险体系的不完 善。所以，我国的养老保险体系需要不断的改革和完善。通过寻找我国现行养老保险体 系不足之处，与其他发达国家的养老保险体系相比，可以发现我国养老保险体系的弊端, 总结提出适合我国基本国情方案，为今后的养老保险体系改革提供依据，也为我国的经 济发展和应对更复杂的养老保险问题提供意见建议。1我国养老保险体系的相关理论养老保险体系是我国社会主义社会的发展过程中不可或缺的一部分。我国在建设 社会和发展经济的过程中，一直看重养老保险体系的建设，融入到社会中。在各项措施 中不单单是扩大覆盖率，保障体系的平稳运行，政府的主要目的是稳定社会发展，体现 重视养老保险在社会保险的重要性
