企业根据内外部环境设立制定完善、高效、科学的绩效考核体系是提高人力资源竞争的有力保障绩效考核管理体系为人力资源管理乃至整个企业各部门之间的各项环节提供准确的信息及有效的工作方法,稳固人力资源竞争优势 哈尔滨市太平洋商厦有限公司是以百货零售为主营业务的企业企业目前正处于机遇与挑战并存阶段,随着企业规模与及业务范围扩大,业务量增加,商圈内新建商场、商厦逐渐曾多等内外部环境变化,迫切需要建设实施完善并切实符合企业现阶段发展的绩效考核管理体系 本文首先阐述在当前商业经济发展背景下绩效考核管理体系的研究意义,通过对国内外研究现状的分析,以及对当前太平洋商厦整体绩效考核体系分析,明确了七个方面的研究内容,针对研究内容制定了四种主要研究方法同时认真研究分析太平洋商厦公司现有的绩效考核体系存在的问题,深入剖析目前的不合理现状成因,借助及学习当代成功企业的绩效考核管理理论和实践操作经验,建立起在企业战略目标的实现和员工发展的基础上有效的绩效考核体系通过对企业战略分析和工作梳理,来扎实绩效考核体系建设的基础;建立主要绩效指标系统;制定合适的考核计划主体;理清绩效考核体系的考核数据及观察记录为保证太平洋商厦有限公司绩效考核体系实施的效果,在确定好绩效考管理核体系运用前进行培训达到好的宣传力度、保证高层管理员工的支持、配套相关制度建设的角度,建全绩效考核管理体系细化实施的措施与保障。
最后,通过建立实施完善的绩效考核管理体系前后对比,给出绩效考核实施后在工作方法改进、薪酬激励、岗位调动及培训发展等诸多方面取得应用成果 通过系统深入的分析与研究,本文对目前太平洋商厦的绩效考核管理体系做出了全面可观的评价,阐述了研究内容与方法、体系设计建立与实施保障措施等方面内容该研究成果将对百货零售业企业制定绩效考核管理体系起到理论与实践方面的指导作用同时在研究过程中发现提高员工综合素质与实现企业战略目标密不可分,实现人企共同成长是提高企业竞争力的重要因素 关键词:绩效考核管理;关键绩效考核指标;保障措施 哈尔滨工业大学工商管理硕士学位论文 - II - Abstract Facing to the fierce competition brought by rapid and steady development of business economy, the proper management and maximum use of human resources has become a core element for enterprises’ competition. A perfect, efficient and scientific performance assessment system based on its real circumstance has become a guarantee for improving the competitiveness. Performance assessment provides departments of varies elements, including human resources with accurate information, effective working methods and a consolidated competitive edge. Harbin Pacific Commercial Limited Company has its business Scope mainly be involved in retail service. The company is experiencing a stage facing with both opportunities and challenges. With the expand of scale of the company, scope and volume of business, altogether with the internal environmental change such as shopping malls of newly built in CDB, it is a urgent requirement for the company to establish a all-rounded performance assessment system according with its real situation This essay starts with the analysis of the significance of this performance assessment research based on economic development. By analyzing of the current staged progress of home and aboard, as well as the performance system adopted by Harbin Pacific Commercial Limited Company, this essay makes seven directions for discuss hence formulates for main researching methods. This essay also points out the main problems in current performance system and listed reasons caused these problems. Furthermore, by referencing to the theories and experiences of successful enterprises, the company can creates an effective performance assessment system aims to achieve strategic objectives and realize its staff development. The foundation for performance assessment system can be consolidated by the business strategies and working arrangement. The main performance system can be established and the main subjected for assessment can be pointed. The data for analysis should be collected.
