Where the bidding inviter compensates for the design results of the unsuccessful bidder that meets the requirements of the bid documents, the compensation therefor shall be effected in accordance with the provisions of the Pre-attached Table of Instructions to Bidders, and the inviter shall have right to use the design results of the unsuccessful bidder free of charge.1.6 保密 Confidentiality参与招标投标活动的各方应对招标文件和投标文件中的商业和技术等秘密保密，否则应承担相应的法律责任The parties participating in the bidding / bid activities shall keep confidential the secrets of business and technology in the bidding / bid documents, otherwise shall bear the corresponding legal liability.1.7 语言文字 Language招标投标文件使用的语言文字为中文。
专用术语使用外文的，应附有中文注释The language used in bidding / bid documents is Chinese. If a particular term is made in a foreign language, it shall be accompanied by a Chinese annotation.1.8 计量单位 Units of Measure所有计量均采用中华人民共和国法定计量单位All metrology uses the legal unit of measurement of the People's Republic of China.1.9 踏勘现场 Site visit1.9.1 投标人须知前附表规定组织踏勘现场的，招标人按投标人须知前附表规定的时间、地点组织投标人踏勘项目现场Provided that the site visit is stipulated in the Pre-attached Table of Instructions to Bidders, the bid inviter shall organize the bidders to effect the site visit subject to the time and place specified in the Pre-attached Table of Instructions to Bidders.1.9.2 投标人踏勘现场发生的费用自理。
Cost self-care for the bidder’s site visit.1.9.3 除招标人的原因外，投标人自行负责在踏勘现场中所发生的人员伤亡和财产损失Except for reasons of the inviter, the bidder shall be responsible for the casualties and property losses in the site visit.1.9.4 招标人在踏勘现场中介绍的工程场地和相关的周边环境情况，供投标人在编制投标文件时参考，招标人不对投标人据此作出的判断和决策负责The information which introduced by the bidding inviter of the project site and related surrounding environment is only for the reference of the bidder in preparing the bidding documents, and the bidding inviter is not responsible for the judgment and decision made by the bidder thereby.1.10 投标预备会 Bid Preparation Meeting1.10.1 投标人须知前附表规定召开投标预备会的，招标人按投标人须知前附表规定的时间和地点召开投标预备会，澄清投标人提出的问题。
Where the convening of a bid preparatory meeting is stipulated in the Pre-attached Table of Instructions to Bidders, the bidding inviter shall convene the bidding preparatory meeting at the time and place specified therein, and effect clarification of questions raised by the bidders.1.10.2 投标人应在投标人须知前附表规定的时间前，以书面形式将提出的问题送达招标人，以便招标人在会议期间澄清The bidders shall, prior to the time specified in the Pre-attached Table of Instructions to Bidders, send its questions to the bidding inviter in writing, enable the bidding inviter can clarify them during the meeting.1.10.3 投标预备会后，招标人在投标人须知前附表规定的时间内，将对投标人所提问题的澄清，以书面形式通知所有购买招标文件的投标人。
该澄清内容为招标文件的组成部分After the bid preparation meeting, the inviter shall, within the time specified in the Pre-attached Table of Instructions to Bidders, clarify the questions raised by the bidder and notify in writing all bidders which purchased the bidding documents. This clarification is an integral part of the bidding documents.1.11 分包 Subcontracting1.11.1 投标人须知前附表规定应当由分包人实施的非主体、非关键性工作，投标人应当按照第五章“发包人要求”的规定提供分包人侯选名单及其相应资料The bidder shall provide the list of candidates for subcontracting and the corresponding information in accordance with the stipulation of Employer's Requirements in Chapter five for the non-main and non-key works which performed by subcontractors as stipulated in the Pre-attached Table of Instructions to Bidders.1.11.2 投标人拟在中标后将中标项目的部分非主体、非关键性工作进行分包的，应符合投标人须知前附表规定的分包内容、分包金额和资质要求等限制性条件。
Provided that the bidder intends to subcontract part of the non-main and non-critical works of the winning project after winning the bid, it shall comply。
