3、价、投标报价等一系列术语。招标工程量清单是指招标人依据国家标准、招标文件、设计文件以及施工现场实际情况编制的，随招标文件发布供投标报价的工程量清单，包括其说明和裁格。已标价工程量清单指构成合同文件组成部分的投标文件中已标明价格，经算术性错误修正（如有）且承包人已确认的工程量清单，包括其说明和表格。招标控制价是指招标人根据国家或省级、行业建设主管部门颁发的有关计价依据和办法，以及拟定的招标和招标工程量清单，结合工程具体情况编制的招标工程的最高投标限价。投标价是指投标人投标时响应招标文件要求所报出的对已标价工程量清单汇总后标明的总价。本工程按照建设工程工程量清单计价规范GB 50500-2013，
4、房屋建筑与装饰工程工程量计算规范GB 50854-2013，通用安装工程工程量计算规则GB 50856-2013,四川省建设工程工程量清单价定额（2009）计算编制。通过此次的设计不仅让我更加清楚的了解与熟悉了13规范，更重要的是让我认识到整个清单的编制过程与步骤和在实际工程中需要注意与重视的事项。【关键词】工程量清单 招标控制价 综合单价 指标分析 Abstract Code of bill of quantities for construction project is stated in the construction part of the project the project

12、, more importantly made me realize the whole process of compiling a list of the steps and the practical engineering issues that need attention and emphasis .【Key words】 Bill of quantities tender sum limit integrated unit index analysis1.前言 我国建设工程造价模式存在着双轨制，即定额计价与清单计价 。定额计价是指在工程造价的确定中，根据现行的定额计量规则计算工程
13、量，然后依据现行的综合概预算定额和取费定额等进行定额子目套算和费用计取，最后确定工程造价。定额计价与清单计价的主要区别在于计价依据不同，一个以地方性计价定额为计价依据，一个以企业定额为计价依据。但我们现阶段主要使用的是清单计价。此次毕业设计也是采用的清单计价。工程造价计价是依据工程定额，仍、材料、机械台班及设备单价，工程量清单，工程造价指数，工程量计算规则，以及政府主管部门发布的工程造价法规、政策、造价信息等。此次设计依据最新的建设工程工程量清单计价规范GB 50500-2013编制。而最新的建筑安装工程费用项目按费用构成要素组成划分为：人工费、材料费、施工机具使用费、企业管理费、利润、规费和
14、税金。按工程造价形成顺序划分为：分部分项工程费、措施项目费、其他项目费、规费和税金 。 这次毕业设计我的主要任务是完成成都某大学科研楼工程量清单及招标控制价编制。工程位于成都市。建筑结构为框架结构，总建筑面积3533.8，建筑高度12.4m（室外至结构板）。设计年限50年，结构安全等级二级，建筑耐火等级二级，建筑抗震设防烈度七度，抗震等级三级，防水等级为级。造价范围包括建筑、结构、给排水、电气各专业设计（不包括场地景观、围墙、大门及二次装修设计）。2. 招标工程量清单的编制 招标工程量清单由分部分项工程量清单、措施项目清单、其他项目清单、规费项目清单、税金项目清单五部分组成。招标工程量清单应由具有编制能力的招标人或受其委托、具有相应资质的工程造价咨询人编制。2.1 建筑与装饰工程工程量清单内容和编制特点 建筑与装饰工程工程量清单也是由分部分项工程量清单、措施项目清单、其他项目清单、规费项目清单、税金项目清单组成，
