4、贷”的方式进行修建，因 而高速公路修建完后90的高速公路采用收费政策。“贷款修路、收费还贷政 策的实施，对加快各地公路建设，推动了综合交通运输体系发展，促进经济社会 发展发挥了重要作用。但一些地方政府在加快公路建设发展的同时，财政投入却 较少，主要依赖银行贷款而建设大量收费公路，造成收费公路建设规模过大，超 出了自身财力和资源的承受能力，增加了社会运营成本，增大了偿债风险和资源 风险。目前高速公路收费管理尚处于起步阶段，经验欠缺，如何提升高速公路收 费管理质量，提高高速公路效益是我国高速公路经营管理的重要挑战。因此探讨 高速公路收费管理问题，对于规范高速公路管理、促进高速公路健康发展具有很 好
5、的现实意义。论文首先介绍了收费管理的一般理论，其中重点介绍了我国公路(桥梁)通 行收费制度的产生与发展历史；然后认真分析了当前我国高速公路收费管理中存 在的收费高、收费期限长、收费标准不统一、收费权转让不规范、收费站设置不 规范以及收费效率低等问题。针对收费管理中存在的问题，进行了仔细的原因分 析，指出现行法律法规存在缺陷、地方政府受利益驱动、收费方式较落后等是产 生问题的主要原因，最后从五个方面提出了解决问题的对策和建议，提出进一步 完善收费法律法规、清理整顿现有站点并加强社会监督，统一并调整高速公路收 费标准以及改进高速公路收费方式等是解决目前收费管理问题的较佳途径。关键词：高速公路；收费
