1、航前会议制度Policy of per-departure conference1. 航前会议由船长主持,轮机长、驾驶员、GMDSS操作员、轮机员等人参加。根据公司的指示，结合航区情况，布置航次任务，提出完成任务的措施和要求。正常情况下每航次召开一次航前会议。Captain organizes and presides over the voyage meeting before the ship navigating, persons who joining the conference include chief engineer, navigator, GMDSS operator an

According to the companys instructions and the condition of navigation areas, layout the voyage tasks, and put forward the measures and requirements to complete the task.2. 但对于航行时间短的航线或深夜开航不便召开时，可由船长分别向有关人员了解出航准备，布置开航注意事项，落实安全措施。If the voyage is short or it is not convenient to hold
3、 a meeting in deep night, captain should separately learn about the preparation condition for the voyage to relevant personnel, lay out the sailing precautions and implement safety measures.3. 航次会议的主要内容The main content of the voyage meeting有关人员汇报出航准备及安全措施，包括人员及粮食、淡水、燃料的储备。货载和气象、潮流等情况。根据气象、潮流、船舶停泊地的环
4、境条件及航线情况，布置开航事项，研究和确定起锚、解缆和靠泊等操作事宜措施，提出航行中应注意的事项。On the meeting, relevant people shall report the preparation condition and safety measurement for the voyage, which includes such information as personnel arrangement, the storage of food fresh water and fuel oil, the stowage, weather information and

According to the condition of weather, tide and current, the environment of berthing and shipping route, lay out the sailing matters, research and ascertain what measures should be taken for the operation of weigh anchor, unmooring and berthing, and give suggestions for s
6、ailing.4. 航前会议由船长指定专人记录，船舶航前会议及开航前检查记录由船长负责保管。如开航前未召开航前会议，船长应将开航前有关出航准备及布置开航工作的情况予以记录。The voyage meeting should be recorded by a person who is appointed by captain. Captain is responsible for preserving the meeting records and inspection records before sailing. If there is no meeting before sailing,
7、 the preparation work for sailing and condition of arranging navigation should be recorded by captain.5. 航前会议后与会者应将会议要求分别及时向有关人员传达贯彻，以保障航行安全。After the voyage meeting, the meeting requirements shall be communicated to the relevant personnel respectively timely by the attendees, which ensures sailing
8、safe. 6. 二副根据航行计划制定SMI-0211船舶航行计划报告表报船长审批。The second officer shall make a SMI-0211 ship voyage plan report table according to the voyage plan, captain will examine and approve the table. 7. 船舶抵港靠泊前，驾驶员应与船长联系，明确靠泊措施，以利相互配合，保障靠泊安全。Before berthing after the ship arrival at port, the navigator should co
9、mmunicate with captain to find out the berth measures, which shall make the cooperation much smooth to ensure the ship berthing safely.8. 根据船舶安全开航技术要求，船舶应做好开航前的检查工作以及对双台（套）或以上互为备用者在开航前进行功能试验，以确保其性能良好，并能随时投入使用。According to technical requirements of safety of ships sailing, the ship should do the inspection work before sailing .And double channels (sets) or more spares should do a function test to ensure good performance and can be put into use at any time before departure.9. 记录Records船舶航行计划报告表 Report of navigation plan
