The factories can use some advanced manufacturing technologies to reduce the noise and improve their capacities of recycling., For the medium, they can report the positive and negative examples about the pollution as much as possible. For the government, they should punish the individual and factory that pollute the environment harshly and reward those who contribute to the environmental protection.
