12、搞好安全生产管理工作，组织施工现场全局性或专项的安全检查；（三）督促事故隐患的整改。三、施工单位的安全管理工作要求：（一）坚持“管生产必须管安全”和“谁主管”、“谁负责”的原则，施工单位必须在施工现场建立“安全生产保证体系”，制定“安全生产责任制”和“安全管理目标”，全面履行安全生产责任。（二）开工前安全生产条件检查。工程项目报监后开工前由施工单位填报工程建设项目施工安全前提条件审查表并作出自检，各方签具意见，施工安全前提条件审查合格后方能开工。（三）必须根据施工各阶段及分部、分项工程安全管理的需要，及时形成有关安全管理资料，由专职资料员收集、整理、产卷、归档。在施工现场随时接受检查。有关工作
13、环节及资料的类别和内容详见附件二。（四）严格按照建筑施工安全检查标准（JGJ59-99），企业每季度不少于一次自检评分，工程项目部每月不少于一次的自检评分。（五）施工现场的塔吊、外用电梯、井字架（龙门架）、脚手架、安全网等必须经过有关部门检测合格出具验收报告后方可使用。（六）发生重大事故后，必须以最快的方式和快报的书面形式报告我站和有关部门，并执行建设部工程建设重大事故报告和调查程序规定。（七）及时填写施工各阶段的安全评价表进行安全评价工作。工程竣工时，向安监机构提交装订成册并编页码的工程竣工施工安全管理资料（资料目录详见附件三）。四、安全监督计划：（一）接受监督任务后三个工作日内在工地向监理
14、、施工单位作安全监督交底，提交施工安全监督计划。（二）组织开工前的安全生产条件检查。（三）通过检查施工现场安全管理资料，评价工程各方人员的安全行为，提出整改意见。（四）针对施工现场的特点，对重点项目和部位作检查，内容详见附件一。（五）通过动态抽查施工现场的施工安全管理和作业人员的行为，指出存在的事故隐患，书面提出处理意见。（六）按照建筑施工安全检查标准（JGJ59-99），针对不同的施工阶段对施工现场作安全检查评分，评分结果通知施工单位，由项目经理或现场负责人、监理公司负责人签名，并作为该工程竣工评定施工安全等级的主要依据。本工程各次安全检查评分，分别安排在下列施工阶段进行：第一次：安排在施工现场准备工作完毕后；第二次：安排在主体结构施工至第三层楼面时；第三次：安排在主体结构封顶时；第四次：安排在外脚手架拆除前；第五次：安排在工程竣工验收交付使用前。塔吊、施工电梯、物料提升机等垂直运输设备使用前，必须
