12、会的持续快速发展，城市管理的内涵和外延也在不断发展变化，市民群众对城管服务的标准要求也在不断提高。为此，根据长沙县委、县政府关于印发深化城市管理体制改革的总体方案精神和 “十二五”期间城市管理总体目标，从我街道城市管理工作实际出发，立足长远，深入调研，制定我街道“十二五”时期城市管理规划。一、指导思想以科学发展观为指导，坚持城管工作创新发展、为民服务的宗旨，围绕城市管理工作服务发展、促进发展、带动发展，不断提高城市基础设施承载水平、环境建设水平、社会管理和服务水平，优化发展环境，使城市管理工作适应和满足县城经济发展、社会进步和人民群众生活的需要。二、总体目标进一步更新理念，走品质化、精细化管理
13、道路，全面实施城市管理市场化、网格化、精细化和人性化，努力打造干净整洁、清新靓丽、井然有序、文明和谐的城市环境。实施长效管理工程，健全完善全面覆盖的立体化城市管理网络，完善市政配套、优化人居环境，提升空间品位、改善立面形态，强化长效管理、铸造品质城管，努力把星沙街道建设成“环境洁、秩序优、管理强”的生活品质区域，显著提升城市竞争力，为改善民生保障、共享生活品质提供完备的城管服务保障。三、 工作措施（一）、加强城市管理信息化建设按照“数字城管”的标准要求，建立“数字城管”的系统平台，分单元网格化管理，实现我街道城市管理的信息化、标准化、精细化、动态化，保证城市运行中出现的问题能够及时发现、及时处
14、理、及时解决，建立沟通快捷、分工明确、责任到位、反应快速、处置及时、运转高效的城市管理和监督长效机制。一是对星沙街道内所有市政公用设施、部件、经营户、单位，统一编码，建立“档案袋”数据库，结合区域分工，实现网络化、网格化管理，提高城市日常管理水平，为市民提供快速、精确、优质的服务。二是建立城管执法对象数据库，分门别类，针对各种管理对象建立一个数据库，主要可分为以下几类：临街经营户、临时摊贩、建筑工地、大型市场、商业综合楼等，提高管理和处罚的说服力，提高工作效率，提高管理标准，减少与管理对象之间的矛盾。三是建立建设工地综合管理信息平台，将各工程项目的施工进度、违章纪录等信息汇集到统一的信息平台，
15、将此管理信息纳入到该工地的创建评优工作之中，实现资源共享共管，从源头到终端管理建设工地渣土泥浆抛洒滴漏等问题。实现“底数清、情况明、服务效率高”的信息化城市管理的目标，初步实现“数字城管”。（二）、加快市容市貌改造围绕城市长效管理总体目标，塑造良好的县城形象，提升城市品位。一是稳步推进旧城改造工程，对星沙1-6区及部分老城区，通过屋面“平改坡”、墙面整治粉饰、地面整修、周边环境整治和适宜的景观改造，使旧城区达到与新城区整体环境和谐统一的同时，也解决人民群众老、旧住宅防渗、防漏和隔热的老大难问题。二是在主城区增加建设垃圾站，公厕，增设果皮桶，提高环卫承载能力，缓解环卫搬运压力。三是整治店外出摊、
16、占道经营等现象，加强对沿街店家单位的教育，促进“门前三包”管理责任制的落实；强化对违法户外广告、招牌指示牌、招贴涂写、临街建（构）筑物等行为的查处，确保临街景观等公共空间和谐精致；治理施工现场及渣土车扬尘、临街市场乱设招牌广告牌、摩托车和单车无序停放、流动摊点“打游击”、 乱贴小广告等问题。（三）、加强停车场地规划和建设管理通过规划建设等多方面途径增加停车设施供给，逐步解决重点地区停车难问题,改善居住小区停车秩序和核心区交通环境。一是加快小区停车场配套建设，与交警部门合作划定公共停车位；二是对有条件的人行道改造成车场；三是鼓励社会资本参与公共停车场地建设；四是多渠道设施挖潜新建路外泊位和规范路内泊位在不影响城市动态交通的前提下,在支路交通负荷较小的次干路设置路内公共停车场；五是结合老居民区的特点，选择适当地点，改建、新建停车场，从根本上解决居民停车难和占路的矛盾。（四）、全面实施城市管理物业化 将街道所属园林，环卫，市政基础设施建设工作推向市场化运作。通过公开招投标方式，选取有资质的单做好物业化承
