4、lity control. To make sure all work can be performed per procedures and based on drawings, codes/standards and Clients requirements.本质量控制计划适用于亨氏野马项目总包及总包分包的施工质量控制,确保所有工作在遵守图纸、规范/标准、甲方的要求的基础上按程序进行。2 Quality Control Target质量控制目标2.1 Comply with design drawings, standard & Codes满足设计图纸、国家规范、标准的要求2.2 Meet

5、 general contract and Clients requirements满足总包合同及甲方的要求2.3 First Pass for Inspection and Acceptance争取一次性验收合格2.4 Try to build a good project争创优质工程3 Quality Control Principle质量控制原则3.1 Control before happening事前控制3.1.1 Quality Control Contents质量控制内容l Know well quality control skills and codes/standards

6、before construction commencement掌握和熟悉质量控制的技术,掌握有关技术文件规范。l Inspection subcontractors certificates施工队伍的资质检查。l Material and equipments procurement technical review and procurement plan before purchasing工程所需的原材料、半成品、购配件的质量控制。l Inspecting tools and instruments施工队伍的计量器具的检查。l Inspecting construction machin

7、es and equipments施工队伍所使用机械的检查。l Inspecting subcontractors staff certificates施工队伍管理人员资质和上岗证明书的检查。l Work methods statement submittal and review before specific work start单项工作开始前的施工方案的提交及审查。3.1.2 Technical disclosure技术交底3.1.2.1 Disclosure shall be done by the project technical department to the enginee

8、ring department, then by the engineering department to the construction teams management; the engineering department shall supervise for the disclosure by the management of construction teams to the operators.由项目技术部向工程部交底,工程部向施工队管理层交底,并监督施工队管理层向其操作层交底。3.1.2.2 Disclosure meeting shall be organized fo

9、r important project sections and sub-items by the technical department, and Heinz/Stellar and Jianli shall be invited for the solicitation of their opinions; a meeting minute shall be formed after thorough discussion of construction procedures and details by all participants, so as to bring the whol

10、e construction process under effective preemptive control.重要分部分项工程由技术部组织交底会,邀请Heinz/Stellar及监理参加,并征求其意见,与会各方就有关施工工序及细节做认真讨论,并形成会议纪要,使整个施工过程处于有效的预控之中。3.1.2.3 The technical disclosure shall be carried out in such a manner that every member in the project management and operation understand the process

11、 methods and quality requirements of the construction of the project section/items within their responsibility scope.技术交底要做到使项目所有管理层及操作层的人员明确了解分部分项工程施工中各自责任范围内的过程施工方法和质量要求。3.1.2.4 Technical disclosure of construction teams shall be supervised and inspected by project technical department, once every

12、 half month, the results of which to be reported to the technical responsible person.施工队技术交底由项目技术部监督检查,每半月检查一次,并将检查结果报技术负责人。3.2 Dynamic Management and Tracing during Progress动态管理及过程跟踪3.2.1 Process control before commencement开工前过程控制3.2.1.1 The project technical department shall be responsible for the

13、 preparation plan before commencement, which shall account for human, machine, materials, time limit and other factors.项目技术部负责编制开工前准备计划,计划应全面考虑人、机、料及时间等因素。3.2.1.2 Upon receipt of drawings, an internal joint drawing examination by the engineering, quality departments shall be organized by the technic

14、al department, chaired by the technical responsible person.接到图纸后,技术部组织,由技术负责人主持,由工程部、质量部,进行图纸内部会审。3.2.1.3 Practical and feasible construction plan and quality plan shall be prepared in line with the characteristics of the construction stage, section and sub-items.根据施工阶段、分部、分项工程的特点,编制切实可行的施工方案和质量计划。3

15、.2.2 Construction process control施工的过程控制3.2.2.1 Construction process control施工过程工序控制Control construction process and tracing construction progress. And no next work can start before upper work inspected and accepted by Stellar/Jianli. After upper work finished, self-inspection should be done by subcontractors or GC, if pass the inspection, then request Stellar/Jianli to inspect. 工序把关、过程跟踪。坚持上道工序不经检查、验收不准进行下道工序的施工。上道工序完成后,先由施工单位进行自检、专职检查,验收合格后,申请Stellar/监理单位检查验收。3.2.2.2 Process Tracing Chart工序过程跟踪框
