11、cadres in enterprise development in the哈尔滨生态农业观光园项目资料哈尔滨生态农业观光园将建成“观赏区、生活体验区、有机绿色产品开发区、农业培训中心、研发区”五个功能区，总计占地500公顷，将生态、生产、生活、服务、景观、培训等功能有机结合，充分体现知识性、趣味性、参与性、观赏性于一体。在保证观光农业产业发展的前提下，建造富有特色、具有农林氛围、生态意境的农林景观。一、观赏区：占地10公顷 1、热带植物资源观赏中心：建设1公顷的大型连栋温室观赏厅。2、现代高新农业技术示范区：占地2公顷，其中连栋温室1.5公顷。3、寒地动植物资源示范中心：以北方寒地植物资源
12、为重点，建设0.5公顷的百果园、0.5公顷的百花园、0.5公顷的百药园、0.5公顷百菜园、0.5公顷的古农业观光园、0.5公顷的近代农业观光园、0.5公顷的世界百国国花园0.5公顷的中国百城市花园、0.5公顷的珍禽观赏园。挖掘、改良、开发一批具有寒地特点的植物资源。二、有机绿色产品开发区：以引进企业开发为重点，在完善初级产品生产的同时，强化深加工领域开发。占地270公顷。1、有机绿色食品生产区：建设“五位一体”的高效节能日光温室1000栋（每个半亩地）、大棚1000栋（每个1亩地）及露地生产基地。占地220公顷。2、采摘区：建设30栋节能日光温室及露地，占地10公顷。3、有机绿色食品加工区：占

14、占地1公顷。6、建设具有住宿型、康体型、度假型、生产型等功能的市民体验农园：1000栋（温室300平方米，房屋300平方米），占地155公顷。四、农业教育中心：占地5公顷。五、研发区：为观光园的稳定持续运营提供技术支撑，并为哈尔滨市区域农业经济发展及地方特色植物资源开发提供技术保证。占地50公顷，其中研发中心楼占地0.5公顷。1、寒地农作物种质资源创新、利用中心：以地方特色植物资源保存、创新为基础，开展优良品种培育、先进适用技术的研究，占地20公顷。2、寒地水生动物救治中心：占地2公顷3、优良种牛繁育中心：利用我省优良的奶牛群体，引进企业，为我国的奶牛业发展提供优良奶牛种源，生产的鲜奶供应园区
15、及市民。占地20公顷。4、生物技术研发中心：以组织培养技术为重点，加大珍稀、名贵植物的种苗开发，占地0.5公顷。5、博士后科研工作站：博士后工作、生活于一体的工作站，占地0.5公顷。项目建设基本情况：随着生态科学的发展和普及，在人们的思想意识中逐渐形成了对绿色生态环境的强烈好感，由于长期处于城市紧张嘈杂的环境，大多数城镇居民更渴望多样化的旅游，以度假休闲方式取代传统的考古式的旅游观光，尤其希望能在典型的农村环境中放松自己。于是，农业与旅游业边缘交叉的新型产业观光农业应运而生。观光农业把农业、园艺和旅游业有机地结合在一起，以其清新秀丽的田园风光、潮湿而又浓郁的泥土气息、质朴淳厚的民风、鲜嫩诱人的
16、绿色营养新鲜食品吸引游客，其所蕴藏的商机使得人们越来越坚定地把生态观光农业作为一种产业加以发展。北戴河集发生态农业观光园集发生态农业示范观光园座落在国家名胜风景区北戴河，是一九九四年在蔬菜生产基地的基础上，根据市委、市政府农业产业化经营的指示精神，按照区委、区政府发展高效农业整体规划创办的。成立之初便充分依托北戴河的区位优势和资源优势，瞄准旅游市场需要，从引进、种植特色蔬菜、瓜果入手，不断应用无土栽培、植物组培等高新技术成果，大力发展特色农业、观光农业。为迎合生态休闲旅游的趋势，在原来的基础上又通过加大投入，规范管理，包装设计，新增设飞越戴河、戴河第一漂、水上乐园、戏水摸鱼等30个独具特色、极具参与性的景点项目。以绿色文化、花园农业为宗旨，不断充实生态农业内容，提高观赏性和娱乐性，最终形成了看、玩、吃、购、娱一条龙的生态农业观光园，于2000年6月18日正式被批准为生态休闲景点并对外开放。
