13、及地库工程安全文明施工方案安全文明生产施工方案一、工程概况哈尔滨商业大学体育馆工程位于哈尔滨松北新区学院路，由哈尔滨商商业大学投资兴建，中国建筑东北设计研究院设计，中建一局集团承建，北京启元监理公司监理。商大体育馆工程：建筑面积：14000.0M2，建筑物高29.75米，地上二层，局部地下一层。基础结构形式为振动沉管灌注桩+承台形式，主体结构形式为框架结构，局部预应力，屋盖结构形式为网架结构，最大跨度97.6m。主要功能包括：蓝球、排球、网球、羽毛球乒乓球馆，体操馆，教室，办公室，电控设备室等。本工程开工日期2003年4月28日，计划竣工日期为2004年7月30日。二、编制依据1、中华人民共和

15、安全组织保证体系以项目经理为首，由执行经理、安全员、现场工长、专业监理工程师、各施工班组等各方面的管理人员组成安全保证体系。（三）、安全管理制度1、安全技术交底制：根据安全措施要求和现场实际情况，各级管理人员需亲自逐级进行书面交底；2、班前检查制：现场工长和专业监理工程师必须督促与检查施工方、各施工班组对安全防护措施是否进行了检查；3、外脚手架、大中型机械设备安装实行验收制，凡不经验收的一律不得投入使用；4、周一安全活动制：经理部每周一要组织全体工人进行安全教育，对上一周安全方面存在的问题进行总结，对本周的安全重点和注意事项作必要的交底，使广大工人能心中有数，从意识上时刻绷紧安全这根弦。5、定
16、期检查与隐患整改制：经理部每周要组织一次安全生产检查，对查出的安全隐患必须定措施、定时间、定人员整改，并作好安全隐患整改消项记录；6、管理人员和特种作业人员实行年审制，每年由公司统一组织进行，加强施工管理人员的安全考核，增强安全意识，避免违章指挥；7、实行安全生产奖罚制与事故报告制；8、危急情况停工制：一旦出现危及职工生命财产安全险情，要立即停工，同时即刻报告公司，及时采取措施排除险情；9、持证上岗制：特殊工种必需持有上岗操作证，严禁无证操作。（四）、安全管理工作1、项目经理部负责整个现场的安全生产工作，严格遵照施工组织设计和施工技术措施规定的有关安全措施组织施工；2、专业监理工程师要检查各施工班组是否已做好分部分项工程安全技术的书面交底工作，被交底人要签字认可；3、对于大中型施工设备要予以重点
