1、In April of 2004 three members of a previous coalition got together to discuss underage drinking in our community,We came to the conclusion that anytime a youth was drinking, somewhere an adult messed up. We decided our focus would be on adults rather than youth.,Center for Restorative Youth Justice

4、evention Alliance received Drug Free Communities Support Grant Oct. 2001 Broad-based Prevention Activities 40 Developmental Assets Working sub-committee began Spring 2004 Focus on reducing underage drinking Original DFC Grant expired Sept. 2005. Sub-committee decided to re-apply for another 5 year D

5、FC grant as the Stop Underage Drinking in the Flathead Coalition New Grant awarded for 5 year time period beginning Oct. 2006 This grant award is $100,000 per year, but must be matched with community dollars. Year #1 is dollar-for-dollar match. Years #2 and #3 is a 125% match. Years #4 and #5 are a

6、150% match.,STOP UNDERAGE DRINKING IN THE FLATHEAD COALITION,Mission Statement To create a community environment that enhances the opportunity for the youth of Flathead County to realize their full potential to become healthy, happy, responsible citizens by preventing and reducing alcohol, tobacco a

7、nd other drug use.,Grant Goal #1,Reduce abuse among youth and, over time, among adults by addressing the factors in a community that increase the risk of substance abuse and promoting the factors that minimize the risk of substance abuse.,Strategy #1 - Reduce the Availability of Alcohol to Youth,Mak

8、e it harder for young people to get alcohol and they will drink less.,Strategy #3 - Change Community Norms,Children draw their conclusions about alcohol-related social norms from what they see and hear about alcohol in their families and communities. When communities consistently prevent underage ac

9、cess to alcohol, publicize and enforce alcohol-related laws, and limit the promotion of alcohol they reinforce the message that alcohol use by young people is unacceptable.,Strategy #2 - Increase Effectiveness of Law Enforcement,Studies find that existing laws regulating underage drinking are often

10、not enforced. When these laws are ignored, it not only enables young people to drink, but also communicates a general indifference.,Strategy #1 Reduce the Availability of Alcohol to Youth,Activities: Creation of Alcohol Enforcement Team Conduct frequent and continuing alcohol compliance checks Provi

11、de monthly alcohol retail sales training classes for employees of retail sales establishments,AET established July 2005 with funds received from MT Board of Crime Control Grant Concept of AET came from National Leadership Conference on Enforcing Underage Drinking Laws which 13 coalition members atte

12、nded in August 2004 Coalition presented concept of AET to Flathead County law enforcement leadership at our first Chiefs briefing, Dec. 2004,Compliance Checks by AET % Increase in Compliance Check Pass Rate Since Establishment of AET in July 2005,Responsible Retail Alcohol Sales Training Two hour tr

13、aining taught by Safe Kids/Safe Communities geared towards convenience, grocery and other alcohol retailers. Developed in partnership with the STOP Underage Drinking in the Flathead Coalition.,In fiscal year 2006 2007, we provided monthly trainings for 223 employees of retail alcohol sales establish

14、ments,Agenda for Training Understanding the Law Owner, Employee and Community Responsibilities Liquor Liability Identifying the Underage Buyer ID Checking Techniques,Strategy # 2 - Increase the effectiveness of Law Enforcement,Activities: Provide AET patrols at school-sponsored events where underage

15、 alcohol consumption is known to occur (homecoming, proms, graduations, and athletic events) Conduct keg patrols in outlying areas of Flathead County known to be underage drinking hangouts Investigate reports of underage drinking parties and issue MIP citations Post warning signs in retail alcohol e

16、stablishments specifying the legal penalties for selling/supplying alcohol to persons under 21,Besides Minor in Possession Citations, the AET has Intervened in Over 22 Cases Of Alcohol Poisoning,“Its Against the Law” Warning Signs Posted in Retail Alcohol Establishments Throughout Flathead County at both point of sale and on cooler doors,Strategy #3 - Change Community Norms,Activities:,Public Awareness Campaign Billboards TV Public Service Announcements Newspaper Articles Town Hall
