4、构配件及机具设备通过人工劳动把施工图纸变成工程实体的阶段，是建筑产品形成价值的关键阶段，是建设资金投放量最大的阶段，是造价管理中业主与承包商矛盾最突出的阶段。因此，建设工程项目实施阶段造价控制的作用极其重要，因而需要更加注重实施阶段的工程造价管理。本文以建设项目工程造价管理的基本理论为指导，了解了国内外建设项目工程造价管理的现状，从建设工程项目在项目生产、设计、施工等各个阶段的造价管理对于整个项目投资效益的影响入手，着重阐述了建设项目在项目实施阶段对项目投资效益的影响，探讨了建设项目实施阶段工程造价管理的整体思路。以工程造价管理理论为基础，运用工程造价管理的基础知识和相关的管理知识，分析建设项

13、cost, project implementation stage of the project cost management is put forward specific ideas.Keywords: Project Cost Management ; Investment benefit ; The Execution Phase ; 第一章 绪论1.1 建设项目工程造价管理相关理论基础综述1.1.1 工程造价的基本概念工程造价（Construction Cost）的直意即工程的建造价格。工程泛指一切建设工程，它的范围和内涵具有很大的不确定性。工程造价有两种含义，但都离不开市场经济
14、的大前提。工程造价两个方面的含义是：1.建设工程造价（Project Construction Cost），是指完成一项建设工程的预期花费或实际花费的全部固定资产投资费用，也就是一项工程通过形成相应的固定资产、无形资产所需要一次性费用的总和。我国现行工程造价的构成主要划分为设备及工器具购置费用、建筑安装工程费用、工程建设其他费用、预备费、建设期贷款利息及铺底流动资金等几项。2.建筑安装工程造价（Build and Erection Cost），即为建成一项工程，预计或实际子啊土地市场、设备市场、技术市场，以及承包市场等交易活动中所形成的建筑安装工程价格和建设工程总价格。我国现行建筑安装工程造价
15、由直接费、间接费、利润和税金组成。建设工程造价是指建设成本，或叫工程投资，是对投资方、业主、项目法人而言的概念，投资者选定一个投资项目，为了获得预期的收益，就要通过项目评估进行决策，然后进行设计招标，工程招标，直到竣工验收等一系列投资管理活动。在投资活动中所支付的全部费用形成了固定资产和无形资产，所有这些开支就构成了工程造价；建筑安装工程造价又叫承包价格或工程价格，是对发包方、承包方双方而言的。建筑安装工程造价与建设工程造价关系非常密切，建筑安装工程造价是建设工程造价的主要组成部分，其价格的高低直接影响建设工程造价的多少。1.1.2工程造价的计价特征工程造价的特点决定了工程造价的计价特征。了解这些特征，对工程造价的确定与控制是十分必要的。它也涉及到与工程造价相关的一些概念：1、 单件性计价特征。产品的个
